Is India investing in manned program? You already have the SLV technology, you just need to start launching living organism into space. Iran started with small organism like worms,turtles, next stage was the monkey, next stage will be a chimpanzee sized organism and then finally a Human.

spaceX is basically NASA expertise minus corporate hierarchy, its a agile system, money comes from govt. expertise comes from NASA.
SpaceX can't be compared with ISRO. Most of the NASA/Jet Propulsion old rankers are the backbone of SpaceX.

Its the NASA policy to outsource orbital launches<manned and unmanned> to private players and work on interplanetary projects. More private players will be added soon with expertise freely flowing through NASA and soft loans from US govt.

a few years ago, isro planned to buy a entire soyuz installation from russia for about 500 million dollars, i think... but those talks never went anywhere.

at present, isro has two two programs that may combine into one later...

(1). the human space capsule, to be fixed to the gslv mk-3 i think ( which itself is not ) or the already present pslv ( modified version )...

the test capsule, whose one small prototype has been tested once...

(2). the reusable spacecraft called avatar, whose prototype has not been developed...

isro's pslv launch rocket can carry only one ton or so to gto and a bit more so in case of leo... for bigger satellites, isro has had a long-term relationship with arianespace for indian satellites to be carried by the ariane rockets.

except for the money part partially, it is a myth... the chief designer of spacex is elon musk and spacex had to innovate and simplify to build their own rockets and space capsules... spacex started with 100 million dollars of elon musk's money.

their first two spacex rockets, falcon-1 type, failed before spacex learned more about launches and rocket systems... look at their dragon capsules... different from what nasa built, even i suppose during the 60's/70's phase of nasa human launches.

i believe this "spacex is nasa" is a indian myth on the same lines as "35 percent of nasa scientists are indians" or "microsoft will die if its indian employees quit".

WTF elon mux is chief designer, you really don't have any idea do you. Elon Mux has his own money invested but he doesn't design rockets.
SpaceX is filled up with ex NASA, ex Jet Propulsion guys, also SpaceX is based in USA where Rocket part suppliers are in plenty unlike India where ISRO is still struggling to outsource small component manufacturing to small scale industries.
