SCO, GCC and China+Russia combine is the only viable option. Rest are biased and not to be trusted.

GCC because india earns billions from them. They have leverage.

SCO because this the New Security Architecture of Asia/Eurasia. Turkey might join down the line.

China and Russia because these two are honest brokers and want to see Peace and Stability in Eurasian landscape. It is in their strategic interests.

The situations and political dynamics in 1947 and 2017 are quite different. What was right in 1947 is not right in 2017. And then there is Shimla that says negotiation are bilateral.
