The Iranian Ambassador to Pakistan Mehdi Honardoost has said that Tehran is willing to mediate between Pakistan and India over the long-standing issue of Kashmir if requested

Standard diplomatic response given by All countries when asked on mdiation Kashmir, that is they will mediate only when both nations request them.
Even UN Chief said the same thing few months back that he will mediate only If both countries request him.
They all know that that will never happen as India will never accept anyones mediation on Kashmir.

Resolution cannot be reached via dialogue, esp not with Pakistan, if anything this will only be resolved by conflict - to mask it under the cloak of dialogue is simply stupid.
