Lol funny iran thought they could send a person into space. Our space program is leaps and bounds more advanced than the irani one yet we can't send a human into space before 2023.

Only another 4 years?,do you really want to bet on that?,I wouldnt,never underestimate the gullibility of the american voter.
As for iran they just recently had an election,with a very good voter turnout,so it looks like president rouhani will get another 4 years.

But Mr. Rouhani isn't the real power in IRI. His powers are extremely limited. His more akin to a COO, rather than a CEO. The real power lies with Mr. Khamenie, and he remains unassailable. His decisions are not debated, nor can they be refused. Also, remember Mao's famous adage: power comes out of a barrel of a gun. And you know who controls the guns in IRI.

I guess it depends on your definition of "extremely limited",for instance despite khamenies very public skepticism that any deal with the west was even possible on the nuclear issue he gave his blessing to rouhani and zarif to negotiate with the west and ultimately achieve the jcpoa.
It should be pretty obvious that in iran political power is exercised via the ballot box not the gun and judging by the levels of voter turnout in the most recent elections it seems most iranians think so too,now as for who controls the guns in the iri well that would be the military of course,like in most other states including the west in fact,and they would answer to the government just like in most other countries,well those that aren't military dictatorships that is,now as for mao he said a lot of things,enough in fact to fill an entire little red book as I recall,tho as for that particular quote I think he was probably right in the sense that that was what had ultimately delivered power to the chinese communist party,however altho one can seize power at gunpoint keeping that power long term tends to require something different,which is probably why they do have some elections in china these days.

Its a waste of money. India should pursue it after 2030 if at all.
GSLV enhancement with 6 to 10 mt launch to GTO is the way to go.

So who controls the military and rocket program?

The Commander in Chief is the Leader, at this time Khamenei. Strategic decisions, which may include major military decisions like the missile program are made by the SNSC (Supreme National Security Council) with Khamenei's approval.

But something like missile testing would not be a concern of the SNSC or any lower tiers of power. After all, Iran tests missiles for development, training, readiness and sometimes deterrence purposes. By deterrence I mean sometimes when there is a perceived hostile incident or trend (for example if the US imposed some sort of serious sanctions), the IRGC (which operates Iran's ballistic missiles) would set up some sort of military exercise in response. Either the IRGC makes these decisions intentionally (it is an ideologically motivated force), or it will be told to do so through informal channels, like senior commanders being told to do so by Khamenei directly or by his aides, whenever they may meet.

They did not '"cancel" anything but rather put on hold. It was none-sense to try and run both a manned and unmanned program. The budget simply was not there. They did the right thing. For the next 5 years, focus should be on launching more larger satellites. A manned mission will come, but it's not a necessity for now. I do not mind a manned mission as long as it's not taking funding away from the non-manned missions.
