That SL loco is WDM 3D variant (rated at 3300 HP) with Hi Adhesion bogies.

well RDSO is running number of projects where they are making use of various Transferred technologies to create a new product. ALSTHOM had transferred LHB coach technology to IR back in mid 90s and apart from producing AC coaches, Coach factories have also developed hybrid coaches using FIAT bogies.
The one u've mentioned looks like a hybrid rake but i'm not sure on which sector do they wish to operate sub-urban trains at 160 kph?

railway kid here. there was this hillock from where you can see inside clw. i used to climb up there and light a joint ! it still feels better if i hear a train in the middle of the night !

It looks pretty similar to existing rakes used for kashmir railways. & yes the bogies (figure 1) are FIAT ones.
Also the spec says 760 HP diesel engines (i guess there will be 2, one in each Driver Cab) so they may well use Diesel Generating sets (as done in WDM 2G). Finally with a lot of experience of IGBT electronics, the traction engineering should not be an issue.
But the question remains, where are they going to use it at the said speeds of 160-200 kmph. As of now only New Delhi-Agra Cantt. section is equipped for it. Other sub-urban sections, i doubt, and secondly, most of these sections (high density, Metro sections) are already electrified, so the logic of developing a Diesel Traction based system is a little puzzling. Last i heard, after de-regularization of Diesel prices, it is becoming progressively cheaper to run trains of electricity for IR.
