As bad as the situation in Kashmir might be today, Kashmiri Muslims are certainly better off than in the days of Dogra rule.

Inspite of 30 years of insurgency, the fact is that a foreigner can just drive or fly into kashmir without any permit. And see the truth.
Can he do that in Pakistan ?

With the amount of foreign tourist visiting Pakistan these past few years is evidance they are able to do so. We cannot hide the fact that Pakistan has suffered immensely due to the occupation and war by the US in neighbouring Afghanistan. Since the war was pushed across to Pakistan, the country was not suitable for tourists to visit due to an imminent threat to their lives, hence why certain areas were and still are not permissible for tourists to visit.
However if tourists seek permission through appropriate channels and display their identity they are able to travel with an armed escort. Again this is purely for the safety of the tourist.
