I watched with subtitles on ( not having headphones atm ) and watched till 31:00 mins but didn't find the part you mention. And I also watched some portion before 21:00 mins and I think he mentions some thing about Hijr.

What he says ( which you quote ) is his own belief and I think that came about because of him being military man for life long.

I will say that instead of offering unsolicited advise to Indian Muslims he should contribute to Imran Khan's desire to make Pakistan a welfare state replicating the Riyasat e Madina ( the welfare state system in Madina in the early days of Islam ). I glanced through this article and this Brigadier should too.
