Using the weapons bought from a foreign country beforehand doesn't equate with using satellites(or any system for that matter) of foreign country during the time of war as in weapons case supplier countries can't do much to stop their weapons being used by buyers and hence can't be held responsible for any of the damages caused to another country while if a foreign country intentionally allow its system to be used by another country engaged in a war then that system becomes a legitimate target for the other side to hamper their enemy's war efforts. When the threat posed by a system is huge and if foreign country still allows their system being used then in some cases that foreign country itself becomes a party the conflict.
