For one, you are using your own yardstick to define and judge culture. Coming from a family who have served in the army, army follows protocol to the T. Usually dress code is strictly enforced when the individual is there in an official capacity. IA would need to get past BD Army the dress code that will be deemed acceptable when attending a formal event. Its not negotiable.
In case the BD army felt that the IA family was offending then simply by wearing a sleeveless blouse it would have been made known before hand in case of a dress code enforcement.
I remember that I had to eat dinner in the Indian Army Mess Lobby for not wearing a collared shirt, while my family sat in the dining room. So yeah, IA takes dress code very seriously.
Coming back to your point of culture, imposing your own culture on others is not acting "cultured", embracing others is a sign of maturity and culture.
IAF chief visiting BD is simply a sign of changing ties and South Asian collaboration. If you feel so strongly against it, why not launch a party, win an election and change the policy. Its easy to stand on the side and proclaim the "animal-that-shall-not-be-named" is ****** than actually jumping in the ***** and wrestling it.
