400km is around the maximum range reportedly. So what if they are kept 100km away from the border? That still leaves a few hundred kilometres of radar range inside of enemy territory. Let's not forget that India has the qualitative and quantitative advantage in its aircraft fleet so they have plenty of firepowers to protect their S-400 systems.
SIGINT and ELINT is what allow countermeasures because if one have good good EW capabilities then it can counter any radar as it emits and EW gathers that, and with continues collection of radar frequency can allow development of countermeasures.
