In Iran the Foreign Minister doesn't make many decisions, he just reflects the government line. The IRGC makes their decisions and they only report to the Leader, not the government (former FM Zarif complained that the IRGC were undermining his efforts sometimes). So it's an important point but he doesn't speak for the IRGC / Quds Force
So can it be said the IRGC and the supreme leader have the final say on any foreign or military policy matters?
