Forbidden technologies for Pakistan by USA.

I was about to do some Vlsi project in Pakistan, but seems like Pakistan is not allowed to even download embedded system development software. Moreover, it also seems like Pakistanis are also not allowed to use software related to embedded systems and VLSI design, which are offered by companies of US origin. Main parts are Mentor, Xilinx, Cadence etc.
So my question is, is USA our friend or enemy?
This also answered my old question: why in Pakistan we don't have big VLSI industry working.
I don't know whether other software industry is also getting affected or not.
So, here I would like to request the guys sitting in big positions in Pak govt to clear up this issue with US officials that they should relook upon this dark and deep embargoe on Pakistani people and Pakistani market.
If they say no, then from my side, it's already an all out war against Pakistan. And we should respond to it.

Can you send the links for those softwares? I will try to download these from European vps.

Also note that if some thing is banned its not the end of the world. Its their own loss. Every western tech has now Chinese or open source alternative available.

And there thousands of them, just because USA doesn't stops companies from going there. I want to bring this ecosystem to Pakistan too. Its not very hard, will take around 15 years, but with surety.

Bro many Pakistanis are doing research work in embedded systems both local and abroad. Do you know about RISC-V project. One of the biggest RISCV research company Sifive's ceo is a Pakistani.

I myself work with embedded systems but so far I have not faced any limitation because of my nationality. Can you please give more exact examples of what things are specifically banned for Pakistan/i?

You are still student or may be you are working with some local company in Pakistan. It will harm you, at least not much appearantly.
But all Pakistani nationals, local or abroad, can not work with all EDA and FPGA tools, not legally. That's the reason why no company in Pakistan is doing business in this field..

Sounds like you are trying to do something positive with helping to establish embedded sw industry. But, this is news to me as well. I have not seen such restrictions. Here is a typcial list:

Just look at category 3
Some how some where Pakistan is also part of these embargoes, openly. But I cannot find any particular reference to the sanctions that particularly addresses application of this category on Pakistan.
But if you try to download EDA tools from Pakistan, you will be denied, stating that Pakistan is under sanctions.

there is nothing impossible in this world at present. It only needs passion and will to do. Use china to get whatever the board you want. I have used Xilinx based system myself. we purchased these from china. search these on aliexpress and you will easily get these.

you can buy UNI T oscilloscopes easily from Lahore. Logic analyzers are easily available in the local market.

Cadence, Mentor, and Synopsis is allowed (but very expensive). btw, i have a cracked version of vivado 2019.
But all Pakistani nationals, local or abroad, can not work with all EDA and FPGA tools, not legally. That's the reason why no company in Pakistan is doing business in this field..
FPGA is banned yes, EDA no. now for the second part, that is because paksitani industrialists are hadharam, and dont want to adopt new technologies. look at the IT sector: only a few companies are into that, all the rest think that setting up a sugar mill, ata mill, textile factory or building housing societies is the way to go. another reason is the lack of knowhow about this field. Govt must take steps to promote fab-less design like it did with the IT industry.

yes for example windows 10 map at the time of Nokia, maps were available for Pakistan, but not anymore and access to website is blocked for pakistan

Funnily if you access filezilla forums from certain ptcl locations the ip is blocked. I once mailed them about the issue and here's what they said

the IP address or address range you are using has been abused by
spammers. To repeal the ban a written confirmation by the registered
owner of the IP address range is needed, asserting that all machines
using this range have been cleaned of malware and that all users have
been educated in basic computer security and human decency.
