You can do it with drones much easier besides Pakistan has HQ9 it is not bothered by this system the only reason it got overrated it is the mediaplay done with Turkey.. But the best air defensive system is a layered one and I would confidently say look to KSA for solid ADS

As our adversary is very close to us, drone swarming is the best way to destroy defence systems.
Stealth HALE UCAV can also do the job.

Is there any indian Ghatak type UCAV in development?

Fatah 1 currently has limited range. It can also do wonders if we use it for saturation attack. But we will have to increase its range upto 300km at least to effectively neutralize indian defence battalions.
Loitering munitions will also play crusial role against defence systems.
