They could be awarded some kind of 'cottage industry' status so that those who want to continue building homemade weapons can do so, but the manufacturers and sellers should be required to ensure that buyers have the proper permits.

For the long term, the government should look into establishing vocational training centers locally to retrain those employed in the gun manufacturing business.

Declaring the region as a special economic zone and establishing data weapons industry to institutionalize the gunmaking should be done immediately.
The guns manufactured could be exported to civilian markets across the world.
Plus an engineering University would also be a good thing in dara Adam khel

The people of DaraAdamKhel has some of the best skills for making small arms weapons using hands and they can be used in National interest if POF establishes a weapons manufaturing in Dara or Goverment take direct control and provide job oppurtunities in this sector and use them for export purposes.

"During a visit to the town, POF chief, Lt. Gen. Abdul Qayyum offered help to the gun makers to produce better quality weapons for export. According to Qayyum, the government wants the Darra craftsmen to work with the POF in making specific bore guns.

These will be exported by the POF under its seal. “We want Darra to make products which are legal and marketable instead of producing banned weapons,” he said.

The POF is already training 10 gun makers from Darra to work on modern machines at its factories. Another group of 10 will be sent to the POF arms factory soon.

Pakistan’s ordnance authorities have also announced that they are planning to set up a mini- arms factory in a city of the North West Frontier Province (NWFP) to absorb more gun makers from Darra.

But most gun makers in Darra are suspicious of the government’s plans. Their biggest worry about regularisation of their trade is that this would make it necessary for them to keep business records, which they have never done.

“I will not go to the POF for a job. I will be at a great loss. I used to earn a lot more here when there was no ban on licenses. The government should lift the ban on licenses immediately,” says Hameed Khan."
