New Delhi, July 9 (IANS) The $2.4-billion deal with France for upgrade of India’s Mirage-2000 combat planes is all set to come up for discussion at the Cabinet Committee on Security (CCS) next week with the defence ministry preparing a note in this regard.
‘The Mirage-2000 upgrade deal is coming up in the CCS meeting next week. The CCS note for the upgrade programme has been prepared and sent,’ a senior defence ministry official told IANS Saturday.
The move comes even as India’s defence ministry and air force top brass seem to be split over the high costs and likely benefits to the country’s future air power needs.
Among points of contention is the deal cost to upgrade the 52 Mirage-2000 combat aircraft by French company Dassault Aviation.
Taking into account $1 billion for new weapons and another $500 million for new facilities at Bangalore-based Hindustan Aeronautics Limited (HAL) for the upgrade, the cost could rise to $3.9 billion, the officials said.
The cost of the upgrade may work out to $7.9 million per aircraft, which, the opponents of the deal contend, is the same as that of a new fighter jet that India is buying under the $10.4 billion medium multi-role combat aircraft tender.
Those supporting the deal argue that once upgraded, these aircraft will be as potent as a new combat plane.
Among the upgrades planned for Mirage-2000 under the contract include night vision goggle compatible glass cockpit, advanced navigational systems, advanced Identify Friend or Foe (IFF) system, advanced multi-mode multi-layered radar, fully integrated electronic warfare suite and advanced beyond visual range (BVR) capability. The new weapons include 450 MICA interception and aerial combat missiles.
French firms Thales and MBDA will be the weapons systems integrator and missiles supplier respectively.
Two of the planes will be upgraded in France, another two in India with French help, and the rest 48 entirely by the HAL. But Dassault will take nine years to complete the upgrade of the whole fleet of Mirages.
India bought 52 Mirage-2000s in 1982 and fully inducted these into the IAF in 1986.

.
I hope they scrap this deal and buy brand new off-the shelf from any vendor who were in MMRCA...

.
Well new thing is always better...thing is can we afford it ? I don't see india purchasing another 50-60 MMRCA if EF wins. Its way too expensive.

.
May be upgrade from israel for half the price

what a crap 4 years for induction and nine years for upgradation, what ever may be the reason.

.
Why upgrade... It still has more life in it.. Buy 4 squadrons of 4.5 gen with AESA instead for that money. By the time M2K retires , our pilots will have a good experience with the new fighter.

Maybe 3 squadrons of super hornets with 10 Growlers..:D or even Gripens..

I fighter logistics replaced by another.

.
scrap the upgrade - get around 50 mig 29smt for that amount , it will reduce the variety of aircraft in the inventory, providing us equal or better capabilities than the upgrades and also the maintenance will be no problem as we have been flying these aircrafts for a long time as it is.

Even Mig-35 is a better option with AESA.. but the spares and other issues with Russians is a headache..

I hope MoD scrap the upgrade deal after meeting.

2.4 billion dollars for an upgrade? you might as well just buy a proven platform like the F-15 or F-18 etc Israel offered to upgrade the Mirages for half the price and they have pretty good if not better than french weapons and avionics (IAI Elta Rafael) gov't is really making a stupid mistake on this one

you know how Russia is with after sales issues lack of spares and support etc it would be better off to buy F-15 strike eagle or F/18 hornet 4sqdn of 4.5 gen strike fighters can add some good muscle to the fighter hungry IAF
