A powerful IED was recovered on Saturday by Assam Rifles personnel on the Imphal-Ukhrul road through which the Manipur chief minister Nongthombam Biren Singh is scheduled to travel on April 11, the police said.

The spot where the bomb was found is about 15 km away from Ukhrul town in Ukhrul district.

Chief minister Nongthombam Biren Singh was scheduled to visit Ukhrul town on Tuesday to meet leaders of social welfare organisations there, the police said.

The police also said that a team of 27 Assam Rifles personnel recovered the IED around 10 am.

The IED was wrapped in a polythene bag at a culvert along the CM’s scheduled route.

The personnel were conducting a search operation in the area including Hundung Cement Factory when the bomb was detected, the police said.

An Assam Rifles bomb squad later defused it, an Assam Rifles PRO said.

Economic Blockade

The responsibility of dealing with law and order problem rests primarily with the respective State Governments. However the efforts of State Government of Manipur were supplemented by the Central Government. As per the information received from Ministry of Home Affairs, the following steps were taken by the Government of India to clear up the blockade imposed by UNC, of National Highways leading into Manipur since 01.11.2016. Ministry of Home Affairs provided additional Central Armed Police Force companies to assist the State Government of Manipur for maintenance of law and order and security coverage for movement of essential supplies, including movement of petroleum products on National Highways, into Manipur.

Besides movement of goods/POL products under security convoys, POL products were airlifted to Manipur.

There was intervention at the level of Union Home Minister who held a meeting with the Chief Ministers of Nagaland and Manipur to impress upon the urgency of opening of National Highways in Manipur.

Ministry of Home Affairs took initiative to hold tripartite meetings with Government of Manipur and UNC to resolve the issue. Meetings were held on 15.11.2016, 03.02.2017, 07.02.2017 and 19.03.2017. The blockade has since been lifted by UNC with effect from 19.03.2017.

Government of Manipur has intimated that six (6) cases have been registered in respective police station jurisdictions where incidents of arson/damages were reported and investigated into.

This was stated by the Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh in written reply to a question by Shri Baijayant Jay Panda in the Lok Sabha today.

GoI extends Suspension of Operation with NSCN/R and NSCN/NK for a period of one year

A Ceasefire is in operation between the Government of India and National Socialist Council of Nagaland (NSCN/R) and also between the Government of India and National Socialist Council of Nagaland (NSCN/NK). It was decided by the Government of India to extend the Suspension of Operation with NSCN/R and NSCN/NK, for a further period of one year with effect from 28th April, 2017.

This was signed by Shri Satyendra Garg, Joint Secretary, Ministry of Home Affairs on behalf of Government of India and Shri Toshi Longkumer & Shri Imlongnukshi Chang on behalf of NSCN/R and Shri Jack Jimomi, Supervisor, GPRN/NSCN on behalf of NSCN/NK.

The Union Home Ministry is understood to have taken note of the seizure of an AK 47 and an M-16 rifle and other accessories from a house at Indisen village near Dimapur in Nagaland on Sunday.

A combined force of the Nagaland police and 36 Assam Rifles troopers conducted the raid on the basis of an intelligence tip-off, the police said on Monday.

The police have withheld the identity of the man arrested in this connection since some big catches are expected. He is now being interrogated.

Seizure of such sophisticated rifles is reported frequently from some Northeastern States.

International gunrunners are believed to be operating along the 358-km Manipur-Myanmar border to supply arms to the ever-increasing number of insurgent outfits in the region.

Border Security Force personnel deployed along the International Border with Manipur were replaced some years ago by the Assam Rifles trained in counter-insurgency operations.

There have been ambushes in Chandel district in which several Army men have lost their lives. Several hundred vehicles ply along the Trans-Asian Highway no. 102 passing through Moreh, Manipur’s border town, which makes it easy to transport illegal weapons. Automatic guns and explosives are also smuggled to the region through the mountain bridle paths.

Arms smuggling

Sources say there are several groups willing to smuggle guns along the highway for a fee. In the past, the Assam Rifles troopers have seized guns concealed in cars and explosives stuffed inside fish tins, pumpkins and coconuts. Some have even been arrested with huge caches of arms openly brought in cars and vans.

Work on a 10-km border fence was started along the Moreh-Myanmar border mainly to keep off arms and drug smugglers. However, the work was suspended after several villages the fence would have cut across objected.

Three Nagaland government officials, including a woman Joint Director, have been arrested by the National Investigation Agency (NIA) on charges of handing over public fund to the banned NSCN(Khaplang).

Joint Director in Social Welfare Department Tulula Pongen, Joint Director in Department of Land Resources Alienba Pangjung Jamir and Cashier in Department of Land Resources K Lashito Sheqi were arrested on Tuesday in Kohima following investigations into a case registered by the NIA in August last year.

The accused were produced in the Special NIA Court in Dimapur. The court granted five days police remand for Jamir and Sheqi while Pongen was sent to hospital, as she has reported sick.

After taking over the case from state police, the NIA was investigating the charges of "large scale extortion and illegal tax collection" by NSCN (K) from various government organisations and others by cadres of NSCN (K) in Dimapur and Kohima. The investigators claimed it was carried out under the direction of self-styled Brigadier Isac Sumi of NSCN (K) and other senior leaders.

Those arrested "in their official capacity provided substantial amount to NSCN (K) by way of contributing government funds to the banned outfit, thereby supporting NSCN (K) in furtherance of its unlawful activities", the NIA said in a statement on Wednesday.


"The government officers were arrested on the basis of their alleged involvement in paying huge amount of money to various UG factions such as NSCN (K), NSCN (R), FGN, NNC and others," it said.

This came to light during the scrutiny of documents, including demand letters and payment receipts which were seized during the search operation carried out by the NIA in 13 government offices on January 18, it said.


Earlier, two NSCN(K) cadres S Khetoshe Sumi and Victo Swu were arrested in this case. The documents seized from the accused and their interrogation revealed the involvement of the government officers in paying large sum of money to the tune of crores of rupees to various underground factions.

A joint team of the Imphal west district police and 6 Assam Rifles arrested one alleged insurgent and two of his supporters and recovered three AK47 rifles, two pistols and several rounds of ammunition during a search at Heirokland village in the Andro police limits, near here, on Thursday. N. Herojit, Superintendent of Police, said some houses at Heirokland village in the Andro police station limits were raided. A couple were arrested for safekeeping the arms.

In Aizawl, 13 grams of heroin was seized from the possession of C Rosangi (45) of Mimbung village in Champhai district last evening.

Mizoram Excise and Narcotics Department officials seized 236 grams of heroin, worth Rs 8.50 lakh in the local market and arrested two persons in this connection, official sources said today. Excise and Narcotics department Spokesman Zohmingthanga said that 223 grams of heroin was seized from the possession of Hrangkapruma (39) of Champhai town last evening.

In Aizawl, 13 grams of heroin was seized from the possession of C Rosangi (45) of Mimbung village in Champhai district last evening.

The seized contraband was worth around Rs 8.50 lakh in the local market, the spokesman said, adding that the two accused were booked under relevant sections of the Narcotic Drugs and Psychotropic Substances Act, 1985.

Two labourers were killed after suspected People’s Liberation Army (PLA) militants attacked a General Reserve Engineering Force (GREF) vehicle at Beheng along the India-Myammar border in Manipur’s Churachandpur district. The two locals, Ginlam, 57, and Lallianmang, 40, were working on the Imphal-Tiddim road that GREF, a border roads organisation, is building. Ginlam is survived by his wife and six children and Lallianmang by his wife and four children.

The labourers were returning after finishing some work when suspected the militants set off three IEDs targeting the vehicle from a nearby canal. The Army said that at least 10 PLA militants were involved. After the IED explosions, the militants fired a grenade and 60 to 65 rounds. It added that the militants are suspected to have fled across the border.

This is the first such incident since Manipur’s first BJP-led government took office. Two Army convoys have been attacked in Manipur’s Chandel district over the last three years.

Manipur CM assures full protection to the drivers.

In a partial response to the appeal by the Manipur Chief Minister N. Biren Singh, oil tanker drivers in the state resumed duty on Wednesday.

However they demand lifting of fuel from Assam to ply along the Highways.

Government circles are hopeful that the striking drivers shall start lifting fuel soon.

Mr. Singh had assured full protection to the drivers during a meeting with the representatives of the drivers and transport agencies on Tuesday.

The drivers went on a ceasework strike soon after the ambush of three oil tankers in Kangpokpi district along NH 2 on April 30.

Apart from providng adequate security to the driverss, the Cheif Minister offered to start an emergency helpline, ex-gratia apart from a government jobb, to the family members of those who get killed in the militant attacks.

A life insurance policy for the drivers with the premium being footed by the government was also assured by Mr. Singh.

Though the police had arrested a few Kuki Revolutionary Army militants, the People's War Group of the Kangleipak Communist Party, a proscribed outfit owned responsibility for the two ambushes along NH 2.

The Union Home Ministry has again declared Assam a “disturbed” area under the Armed Forces (Special Powers) Act, citing violent activities by insurgent groups such as ULFA and NDFB.

In a gazette notification, the ministry said that Assam, as well as bordering areas of Meghalaya, have been declared “disturbed” under AFSPA for three months with effect from May 3. AFSPA in Assam, in force since November 1990, expired on May 3.

In its order the ministry said 75 incidents of violence in Assam in 2016 claimed lives of 33 people, including four security personnel. Fourteen others were abducted in this period, it stated. In 2017, there were nine incidents of violence in which four people, including two security personnel, were killed. The violence was perpetrated by insurgent groups like ULFA, NDFB and others, the ministry said.

In another gazette notification, the ministry declared three districts of Arunachal Pradesh — Tirap, Changlang and Longding — and areas under 16 police stations bordering Assam as “disturbed” under AFSPA for three more months.
