Four Territorial Army personnel were injured in an IED explosion carried out by militants in Tengnoupal district of Manipur on Monday, police said. The condition of two of the injured was serious and they have been airlifted by an IAF helicopter to the Army Hospital at Leimakhong.

The powerful IED exploded at about 5.50 AM when an army vehicle carrying personnel of the 165th Territorial Army on a Road Opening Party patrol was passing through Lokchao village along the Asian Highway (AH) No-1, the police said.

The injured personnel were identified as sepoy Arjun, naik Vaseso, subedar Michandra and sepoy Govind.


Security forces including the Army, Assam Rifles and Manipur police are carrying out massive combing operations to nab the militants inside thick jungle and nearby areas.


The area is located 23 km from the Indo-Myanmar border and falls within limits of Moreh police station.

Several Army personnel were injured early on Monday morning after a powerful bomb exploded near the international border in Manipur, an official said.

According to reports, the foreign-made remote-controlled bomb exploded at Lokchao along the Trans Asian Highway 102.

The personnel of the 165 Territorial Army were passing by when the bomb was detonated, the official said.

The injured were shifted to an army hospital at Leimakhong near the state capital. A helicopter was pressed into service to air-lift at least four of the injured personnel.

Police suspect there could be several casualties.

An SSB sub-inspector and a suspected NDFB (S) militant were today killed in an encounter in the Chirang district of Assam.

Officials said Sub-Inspector Amal Sarkar was killed after a joint team of the 156th battalion of the Sashastra Seema Bal (SSB), Army and local police engaged in a gunbattle in the forests around Manas wildlife sanctuary in the district around 2:30 PM.

They said an unidentified militant of the banned militant group NDFB (S) has also been killed in the encounter. The troops had embarked on operations early in the morning and the incident spot is near the Dhaula border post of the SSB, the paramilitary that guards the Indian frontier with Bhutan.

The security forces have recovered an INSAS rifle from the encounter site and efforts are being made to recover the body of the militant, the officials said.

"A cordon and search operation has been launched in the area by the joint forces," a senior officer said.
The National Democratic Front of Bodoland (Songbijit) is responsible for many killings in the border areas of Assam and the security forces were out for a counter-insurgency operation when the encounter took place, they said.

Guwahati (Assam): Committed to unleash the true potential of the North East, Union Home Minister Rajnath Singh on Tuesday said there has been significant improvement in the security situation of North East over the past years.

Addressing a meeting, Singh said there is a remarkable improvement in the security situation of the North East, adding that most of the areas in the North East are now free from militancy.

He also said that the Centre has taken several initiatives to expedite the peace and development process in the North Eastern region.


Singh said North East India is quite rich in terms of human and natural resources and to properly exploit this potential of this, it is necessary to create a safe and peaceful environment in this area.

"There has been significant improvement in the security situation of North East over the past years. Much of this area has been exempted from militancy and in some of the remaining pockets, militancy is losing its support rapidly. Effective counter insurgency, responsive development and better relations with the neighbouring countries have improved significantly in the situation. However, in some areas the Armed Gangs under the guise of militancy engages in activities like extortion, kidnapping and abduction," Singh said.

He said initiatives by the government are taken for the development for fast-track development of road, rail, air, power and digital infrastructure and the promotion of local human resources is expected to provide better results in other areas along with better security conditions.

"From our Act East Policy, the doors of this region will open for South-East Asian markets," he added.

Advising the Director General of Polices (DGP) of all the states that the traders and their holders of illegal arms run against organized campaign, Singh said the long-standing militancy in this area vitiate the security eco-system.

"With the improvement in the safety scenario, the police should approach their normal police function, such as prevention and detection of crimes, which has been suffering much from the last decade. Unfortunately, in certain states of North-East, criminal prosecution of criminal cases and conviction ratio is quite poor. In one state, the ratio of prosecution is only five percent compared to all India average 86 percent," he added.

The Union Home Minister said although a large area of northeast has been liberated from militancy, the number of crimes due to the presence of illegal arms in such a large amount is also high.

"North East region is located along the international border, except for the Siliguri corridor located in West. These borders are smuggling through illegal weapons, drugs, narcotics, and fake Indian currency. Our border areas are practically un-policed. With priority in policing in these border areas, we need to set up adequate police stations. This will reduce cross border crimes and also create a sense of security in the minds of people living in far-flung areas," he added.

He said radicalisation is a trans-national phenomenon.

"If it is not stopped it can be converted into terrorism, adding that there is a need to closely monitor their activities and take pre-emptive action wherever necessary," he added.

"If one talks about future security threats then the problem of radicalisation has emerged as a major challenge. Radicalisation is a trans-national phenomenon. If it is not stopped it can be converted into terrorism. The sensitivity of North East and its adjoining areas makes this area more vulnerable to such cases. Therefore it is necessary to identify agents of radicalisation. Some of their agents are operating under the guise of religion. While some people are operating on the basis of NGOs and individual, socio cultural and educational development, hence it is also necessary that the flow and utilization of their foreign funds will be closely monitored," he added.

He further noted that another emerging security threat is cyber crime.

"The events of cyber crime are increasing in the world. Cyber space, along with financial crimes, is being used to create unrest and instability. As we all know, how our enemies misused Cyber Space in 2012 to create instability after some ethnic clashes in Assam. Therefore, we need to make substantial improvements in the ability to investigate and prevent the abuse of digital media by cyber crime. In North East we need to establish well-equipped cyber forensic laboratories, as well as the sizeable pool of IT trained police officers," he said.

Singh said that the people in the North East region, especially the youth, are quite aspiring and it is the government's responsibility to make a better environment for them.

"They are looking at their better and prosperous future and want to move step by step with the progress of other parts of the country. It is our responsibility to make a better environment for them. Let us all work for a better, beautiful and prosperous future for our North East," he added.

The National Human Rights Commission (NHRC) on Thursday directed the Assam government to compensate families of 36 victims killed by Bodo militants three years ago.

At least 36 people including women and children were killed and many others injured in three separate incidents in Kokrajhar and Baksa districts on May 1 and 2, 2014, days after voting for Lok Sabha polls in the state.

The attacks were reportedly carried out by the Songbijit faction of National Democratic Front of Bodoland (NDFB). All the victims were migrant Muslims.

Many houses were also burnt down by the militants in several villages forcing survivors to flee and seek shelter in relief camps.

“Families of 36 victims would get an amount of five lakh rupees each and five seriously injured would receive three lakhs each,” NHRC chairman Justice HL Dattu told journalists here on Thursday.

The team also heard a case of ‘address crisis’ of nearly 4,000 residents of Bamunjhar village in Assam.

According to electoral rolls, the village falls in Tamulpur sub-division in Baksa district, but the police station is Sipajhar and revenue circle in Patharughat - both in Darrang district.

With the state government too failing to provide any conclusion to where the village falls, development work has got affected, forcing residents to threaten mass self-immolation.

“We discussed the matter and have asked the Assam chief secretary to inquire into it and submit a report within the next three months,” Dattu said.

The NHRC team was in the state capital after a gap of five years to conduct camp sitting/open hearing of a total of 43 cases from Assam and Meghalaya for two days.

A wanted ULFA(I) militant has been killed in an encounter with security forces in Udalguri district, officials said today.

Acting on intelligence inputs, a joint operation was launched by the Army and the police in the district yesterday where the militant was gunned down in an exchange of fire with the security forces, a defence spokesperson said.

Arms and ammunitions were seized from the encounter site, the spokesperson said.

The militant, Ramesh Bora, was the deputy of another hardcore ULFA(I) militant Rajan Deka and the self-styled ‘area commander’ of the outfit’s Udalgudi and Darrang districts, he said.

A wanted militant of the United Liberation Front of Assam (Independent) has been killed in an encounter with security forces in the state’s Udalguri district, officials said on Friday.

A PTI report said that acting on intelligence inputs, a joint operation was launched by the army and police in the district where the militant - identified as Ramesh Bora - was gunned down in an exchange of fire with the security forces on Thursday, a defence spokesperson said.

Bora was the deputy of another hardcore ULFA(I) militant Rajan Deka and the self-styled area commander for the outfit in Udalgudi and Darrang districts, he said.

An ANI report said the army recovered a grenade, a 9mm pistol, six 9mm live rounds and approximately Rs 6 lakh in Indian currency from the encounter site.

The army cordoned off the area and launched a search operation.

The 151 grenades recovered by the police last week in Gaurnagar in northern Tripura have been defused by experts from the Army, the police said on Saturday.

“Experts from Army’s divisional headquarters at Masimpur [near Silchar in southern Assam] came on Friday and defused the grenades,” northern Tripura’s Unokoti district police chief Ajit Pratap Singh said.



He said students had found the grenades buried near their school. They informed their elders, who immediately alerted the police.

Local villagers said the grenades might have been buried during the Bangladesh Liberation War in 1971. Historian Bikach Chowdhury said Tripura had six to seven camps in four sectors from where the Bangladeshi freedom fighters fought Pakistani forces. “Over 16,00,000 Bangladeshis had taken shelter in Tripura alone,” he said.

Two bomb blasts rocked Moreh, Manipur's border town on Saturday night. Police said that the first blast took place at 9:30 p.m. at the perimeter wall of the police station in the town. The second blast was reported at midnight at Gamnom Veng inside the town. There was no casualty.

Police said that of late there have been several blasts at Moreh and nearby areas and Tamu, a trading centre in Myanmar.

On Thursday L. Soshindro, the parliamentary secretary (Home) was attacked when he had gone to Kotha near Moreh to inaugurate a religious festival. Four policemen were injured in the twin blasts.

Earlier, two troopers of 165 Territorial Army were killed and two others wounded along Trans Asian Highway No. 2 that leads to Moreh.

There has been no claim by any insurgent group. The latest blasts come shortly after the condemnation of the Kotha blasts. People of Moreh had also protested with a 24 hour general strike in protest against the blast at Kut ground near the police station.

Police say that efforts are on to establish the identity of the insurgents behind the blasts and their motive.

Assam on high alert ahead of PM Modi’s visit; one killed in oil pipeline blast
Prime Minister Narendra Modi will inaugurate India’s longest bridge, and lay foundation of AIIMS and IARI units.


Security in Guwahati and parts of upper Assam has been tightened ahead of Prime Minister Narendra Modi’s daylong visit to the state on Friday amid intelligence reports that a separatist outfit may carry out attacks at important installations in the state.

Police said intelligence reports have said a team of armed United Liberation Front of Asom-Independent (ULFA-I) cadres has entered Assam from Myanmar recently.

“It is likely that the ULFA-I is planning attacks to coincide with PM’s visit. Security across Assam including Guwahati has been increased,” Assam’s additional director general of police (ADGP) Pallab Bhattacharya told journalists.

One person was killed on Thursday morning at Dikom in Dibrugarh near an Oil India Limited (OIL) pipeline. It is not clear yet whether he tried to denote a bomb or died while trying to pilfer fuel.


Modi will inaugurate India’s longest bridge connecting Dhola and Sadiya located on the south banks of Brahmaputra. At 9.15km, the bridge is significantly longer than the 5.6km Bandra-Worli sea link in Mumbai.

More importantly, it will improve connectivity to eastern parts of Arunachal Pradesh and reduce the time taken for movement of Indian Army convoys to the sensitive Chinese-Indian border areas by 3-4 hours.

To mark the completion of three years of the NDA government at the Centre and one year of the first BJP-led government in Assam, Modi will address the nation from Guwahati before departing for New Delhi.

“It a matter of pride and honour for the people of Assam that the Prime Minister will address the nation from our state. We express heartfelt thanks for his gesture,” Assam chief minister Sarbananda Sonowal said on Wednesday.
The PM will also lay the foundation stones of units of All India Institute of Medical Sciences (AIIMS) and Indian Agricultural Research Institute (IARI) near Guwahati and Gogamukh in Dhemaji.

Suspected anti-peace talk ULFA(I) militants triggered an explosion at a gas pipeline in Charaideo district, police said on Sunday.

The explosion was triggered by the suspected militants at the pipeline of Assam Gas Company Ltd. at Teokghat, Additional Superintendent of Police L Das said.

There was no injury or casualty reported in the blast, which took place at around 7.30 p.m. on Saturday, Mr. Das said.

The pipeline, supplying gas to the tea gardens, power projects and domestic consumers in upper Assam, was being repaired, he said.
