The blast occurred when a road opening party of the 206th battalion of CoBRA was out on patrolling, says a senior police official.

An official of the Central Reserve Police Force's (CRPF's) elite CoBRA unit was on Thursday killed and another jawan injured when a pressure bomb, planted by Maoists, went off in district, the police said.

The blast occurred around 7:45 a.m. in a forest near Puswada village when a road opening party of the 206th battalion of CoBRA (Commando Battalion for Resolute Action) — a specialised unit of the CRPF — was out on patrolling, a senior police official told PTI.

“Sub-Inspector Rajesh Kumar, belonging to CoBRA 206th battalion, was killed in the explosion while constable Manik Tinpare of the same unit sustained minor injuries,” he said.

The road opening party had launched the operation between Timilwada to Dornapal, around 500 km away from Raipur, he said.

“While the security personnel were cordoning off a forest near Puswada, the CoBRA official came in contact with a pressure improvised explosive device (IED), planted by Maoists beneath the dirt track, that exploded leaving the two personnel, including him [Kumar],” injured, he said.

Reinforcement was rushed to the spot and the injured personnel were brought to field hospital of the CRPF in Chintagufa where Kumar succumbed to his injuries, he said.

The injured jawan will be airlifted to Raipur for further medication, he said.

A combing operation has been launched in the area to nab the ultras, he added.

Visit of Raksha Mantri to Forward Areas of Spear Corps Zone

Raksha Mantri Smt Nirmala Sitharaman, who arrived at Dimapur, Nagaland on 29 May 2018, continued her visit to Spear Corps Zone today. The Raksha Mantri undertook a visit of forward posts of the Assam Rifles along the Indo-Myanmar Border and was accompanied by General Officer Commanding Spear Corps Lt Gen Gopal R.

At the forward posts, the Raksha Mantri witnessed first-hand the prevalent conditions and ongoing operations of units deployed for border guarding operations in the area. Here she was briefed by commanders operating on the ground. Having made a comprehensive assessment of the situation, Raksha Mantri Smt Nirmala Sitharaman expressed immense satisfaction on the high standards of professionalism and dedication displayed by units and formations of Spear Corps responsible for operations along the Indo-Myanmar Border.

During her visit to the forward areas, the Raksha Mantri also interacted with local State Government functionaries and representatives of other security agencies. She also met local community leaders of the area and appreciated their cooperation in maintaining security in the area.

Notwithstanding weather disruptions, the Raksha Mantri having accomplished objectives of the visit, departed for Delhi later in the day.

Shillong residents stayed off the streets on Friday and the army was kept on standby after curfew was imposed in some parts of the city.

The areas include Jaiaw, Mawkhar, Umsohsun, Riatsamthiah,Wahingdoh, Mission, Mawprem, Lumdiengjri, Ama Villa, Qualapaty, Wahthapbru, Sunny Hill, Cantonment and parts of Mawlong Hat.

State police, supported by Central Reserve Police Force (CRPF) personnel and the elite SF10 commandos of the Meghalaya police, were pressed into service. The district administration has requested the army to remain on standby should the need arise for a flag march to establish order in the troubled areas.

Additional chief secretary in-charge, home, MS Rao, was optimistic that the violence would soon be contained and that normalcy would soon be restored in the hill station. “We are monitoring the situation very closely and not leaving anything to chance,” Rao told HT while urging the public to “remain calm and not fall prey to rumours”.

Curfew relaxed from 8 a.m. to 3 p.m, but night curfew across the Meghalaya capital will remain until further orders

Curfew in parts of strife-torn Shillong has been relaxed for seven hours on Sunday. The relaxation made people in 14 localities under curfew scramble for essentials and provided a window for stranded tourists to exit the Meghalaya capital.

“Curfew has been relaxed from 8 a.m. to 3 p.m. in view of the improvement in law and order situation since Saturday evening. But night curfew across the city will remain until further orders,” P.S. Dkhar, Deputy Commissioner of East Khasi Hills district, told The Hindu on Sunday.

Mr. Dkhar said local taxi and private vehicles have been plying but long-distance transport services, particularly to Guwahati, remain affected. “We do not know how many tourists are stranded in Shillong, but we are trying to ensure they can return home safe,” he said.

Most of the tourist hotels are in Police Bazaar area, close to the trouble-torn area.

Shillong has been a popular tourist destination after the 1990s when communal violence – Bengali and Nepali communities were the worst affected then – had much of Meghalaya burning. There were hardly any clashes until last Thursday, triggered by a row over parking of a State transport bus in the Them Iew Mawlong locality, often called Punjabi or Sweeper Lane as well as Harijan Colony.

About 500 residents of the locality, mostly women and children belonging to families of Sikhs employed as sanitation workers by the municipality, have taken shelter at Shillong’s Garrison Ground under the jurisdiction of Army’s 101 Area.

“We are not aware of people taking refuge. At least the Army did not inform us,” Mr. Dkhar said.

Fiery social media posts saying a local tribal man had been killed in Punjabi Lane had triggered the violence on Thursday evening, though the police had earlier in the day contained a minor clash between the driver and conductor of a State transport bus and women of the locality who had thrown stones at the bus for blocking their way to a water source.

Petrol sale restricted
The authorities in East Khasi Hills and adjoining Ri-Bhoi districts have restricted the sale of petrol in jerrycans and bottles after miscreants lobbed Molotov cocktails, damaging a house and a two-wheeler showroom.

Police said nine motorbikes were burnt around 10:30 p.m. when miscreants attacked a showroom in Mawblei area with petrol bombs. A shop in Punjabi Lane was also damaged similarly earlier.

A report from Nongpoh, a town halfway between Guwahati and Shillong, said a truck with Punjab registration was torched at Umran nearby on Saturday. The truck, carrying CGI sheets from Nepal, was Tripura-bound.

The highway bypassing Shillong is the lifeline for southern Assam, Mizoram and Tripura besides parts of Manipur.

Call to shift Harijan Colony
Violence in Shillong has revived the call to shift the residents of Harijan Colony, one of 12 localities the city administration identified as slums.

The Meghalaya State Development Report, 2008 said most of the slum pockets are located in low-lying and water-logged areas amid poor sanitary conditions and unhygienic surroundings. In 2011, the State government claimed to have set a target to reduce slum areas by at least 75% within a decade, and said some of the slums should be de-notified by 2021.

That year, the government also said slum dwellers were ready to be shifted to 64 dwelling units at Lumphira in Nongmynsong on the outskirts of the city while construction 536 more dwelling units was on. The focus was on rehabilitation of Harijan Colony that the government said had more than twice the 200 families it was designed to accommodate.

On Saturday, the tribal headmen of 12 sensitive localities met Chief Minister Conrad K. Sangma on the issue of shifting the residents of Harijan Colony. While the headmen wanted the colony to be vacated immediately, Mr. Sangma said a report has been sought from the Urban Affairs and Revenue departments on the status of the rehabilitation policy.

North Shillong MLA Adelbert Nongrum, whose constituency encompasses the colony and the 12 localities, said the process of vacating should be done by way of negotiation. “We should avoid any kind of communal backlash over this issue,” he said, but felt the colony needed to be shifted as “it is in a market area”.

The MLA favoured building a commercial complex in the area to accommodate hawkers, especially the local people.

People’s Democratic Party, one of the ruling allies of National People’s Party and BJP, said the government should shift the colony by Tuesday. Paul Lyngdoh, leader of United Democratic Party (UDP) – also in the ruling alliance – accused the previous Congress-led government for failing to resolve the “Punjabi Lane issue because of vote-bank politics”.

Congress leader and former Urban Affairs Minister Ampareen Lyngdoh reminded UDP that it was a partner in the previous government and said all parties must be on the same page to sort out the issue now instead of blaming each other.

Residents of Punjabi Lane, however, are not keen on moving to the outskirts. “There has been an effort to evict Dalit Sikhs from here for the past 25 years,” Gurjeet Singh, general secretary of the locality’s gurdwara said, seeking the Centre’s intervention in dealing with the situation firmly.

Shillong remained tense but under control after the Army conducted flag marches in its disturbed areas and rescued around 500 people on Saturday following night-long violence and arson, officials said. A senior government told IANS that curfew will be lifted for seven hours on Sunday in parts of Shillong, but restrictions will remain in force.

“Curfew would be lifted from 8am to 3pm tomorrow (Sunday) in curfew areas under Lumdiengjri Police Station and Cantonment Beat House areas to allow people to get their essential commodities,” Deputy Commissioner in-charge East Khasi Hills district, Peter S Dkhar, told IANS.

Dkhar said that suspension of internet on mobile services would continue on Sunday besides prohibiting the sale of petrol, diesel etc., in loose jerricans, bottles and any other containers to public by all petrol pumps within the district.

The magistrate also appealed to the people not to trust false reports propagated in social media like attacks on gurdwara in the city.

“The situation is still tense but under control. The Army is on standby and will be deployed if the situation warrants. The district administration and the state police are making all efforts to restore peace and normalcy,” he said.

Clashes in the city had begun after a bus handyman was allegedly assaulted by a group of militants of Them Metor area on Thursday afternoon. In the night-long violence that followed, a mob torched a shop, a house and damaged at least five vehicles, besides injuring a senior police officer, officials said.

While tension prevailed on Saturday, the continued suspension of Internet services helped to prevent spread of rumours. Security presence was enhanced with the doubling of central police organisation companies in the city from six to 12.

A meeting was convened by chief minister Conrad K Sangma on Saturday with the MLA of the area concerned, Adelbert Nongrum, locality headmen, senior citizens, local women and youth organisations.

On the demand to relocate the inhabitants of Sweeper Lane, where Thursday’s clashes occurred, the state government directed the urban affairs and revenue departments to submit their reports on the matter. “After going through the reports, the government will take necessary steps,” the chief minister said.

At least 10 persons, including policemen, have been injured in the violence, which has triggered demands that the government take action against alleged illegal settlers in the area.

State police personnel were attacked by stone pelters in the Motphran area of the city. Teargas shells were used to disperse rioters but people in other parts of the city mistook them for police firing, the officer said.

Trouble escalated when rumours spread on social media that the handyman had succumbed to injuries, prompting a group of bus drivers to converge at Them Metor. The police had to fire teargas shells to disperse them, officials said.

One person directly involved in the assault that set off the violence in the city has already been arrested and is in police custody.

The delegation of headmen assured the government that they will bring word of the successful meeting to those agitating and encourage them to call off the standoff as their demands had, in the main, been met.

General Officer Commanding 101 Area Lt Gen DS Ahuja visited the affected people at the Army cantonment.

Superintendent of Police (City) Stephan Rynjah sustained injuries last night after he was hit by a rod. He has been admitted to the Shillong Civil Hospital, a senior police officer said.

The East Khasi Hills district authorities had imposed night curfew in the entire city from 10 pm till 5 am to maintain peace and prevent arson, officials said.

Four persons, accused of being involved in the assault of three local boys, have been arrested, they said. As many as 11 persons have been picked up in connection with the case so far.

Two STF men injured in Maoist firing

Security forces recovered Maoists’ weapons, ammunition and other material, including guns and grenades, after a series of operations in various parts of districts of south in two days.

Superintendent of Police Abhishek Meena said in a statement that teams of the DRG (District Reserve Guard), the Special Task Force and the CRPF’s CoBRA unit were sent for anti-Maoist operation in south area on Friday after intelligence inputs of a large gathering of extremists in the area.

Maoists cadres were sent from across the borders camps.

On Saturday evening, one of the teams came under Maoist firing near Sallatong hills. Two STF men were injured but the team retaliated and forced the rebels to flee, the statement said. The injured STF men were evacuated to police station for treatment on Saturday night and airlifted r on Sunday morning for better treatment.

“Blood stains on the spot suggest many Maoists were either injured or killed,” the statement added.

Two loaded trucks carrying essentials were torched by unidentified miscreants at a village in Tamenglong district of Manipur on Thursday, police said. The incident was reported during a 24-hour 'Zeliangrong area' bandh called by Zeliangrong Baudi and its allies since Wednesday midnight.

The trucks were torched at Tupul area along the NH-37 (Imphal-Jiri Road) at around 2 am, said a senior police officer. Tupul is located at least 54 km from the state capital. Reinforcements have been sent to the area from Keithalmanbi police station, the officer said.

The bandh has been called to protest the alleged move by the NSCN(IM) to create divisions in the Zeliangrong community, settled mostly in the Tamenglong district of Manipur and adjoining areas of Assam and Nagaland. — PTI

Top USRA militant Lalminthang Vaiphei shot dead in Manipur

A top leader of the militant outfit United Socialist Revolutionary Army (USRA) was on Wednesday shot dead by unidentified persons in Manipur’s Churachandpur district, police said.

Lalminthang Vaiphei, the self styled ‘commander-in -chief’ of USRA was shot dead in front of zonal education office, Churachandpur town, they said.

Motive behind killing of the USRA leader was not known, police said, adding that a case has been filed at Churachandpur police station for further investigation.

The body of Vaiphei was sent to Churachandpur District Hospital for postmortem, they added.

The USRA is active in Churachandpur district, they said.

A woman Maoist was gunned down in an encounter with security forces in district over 120 kilometres , a senior police official said Saturday.

The incident took place late Friday night in the forest of village under police station limits, Superintendent of Police told PTI.

He said that a joint team of the Special Task Force (STF) and District Force had launched an operation in the Wildlife Sanctuary area which lies on the border .

The security forces came under fire while advancing through the forests near following which a gun battle ensued, the SP said.

After the ultras fled the spot, the body of the woman Maoist was found along with two guns and live bullets, he said.

He said that preliminary investigations have revealed that the slain maoist cadre, a member of the “platoon no. 2”.

These platoons are tasked with setting up a new maoist base in the tri-junction forest consisting of areas in 5 districts, officials said.

The security forces of the three states have been working jointly to stamp out the Maoist menace from this area, officials added.

At least six fishermen were electrocuted and as many injured when a live high-voltage wire touched the water of a pond in Nagaon district of Assam Friday, police said.

Villagers had informed the electricity department around 5 am about the wire being loose but they were told that the wire was dead, police said quoting the residents.

But the tragedy struck as the wire was activated when the fishermen went to the spot after an hour.

The injured were rushed to the civil hospital in Nagaon, police said.

Armed with sticks, irate villagers went to the residence of the electricity department official’s house and damaged his car, police said.

State Power Minister Kesab Gogoi is headed to the site on the instruction of Chief Minister Sarbananda Sonowal, official sources said.

one former student of the school Rajesh Sarkar, studying at a local Indian Technical Institute, died on Thursday, another former student, Tapas Barman, succumbed to his injuries on Friday.

More than a dozen people including police personnel and some teachers were injured in the clash.

“There was a violent mob at the school with bombs, illegal arms and sticks. When police entered the school to help an ailing teacher the mob hurled bombs and pelted stones at the police. We used minimum force and non lethal weapons. One of our constables suffered gunshot injury. Police did not open fire.” SP said.

He also said that seven persons have been detained and a section of them are workers.

Police on Friday conducted several raids across the State to nab former Minister , for illegal possession of cartridges, a senior officer said.

An FIR was registered against the former Minister in August under the Arms Act, 1959, following the recovery of 50 cartridges from house at district during a CBI raid in connection with the shelter home scandal.

The central probe agency had last month raided nearly 12 places , including residences, as part of its investigation into the scandal.

“A four-member team, headed by Deputy Superintendent of Police , was constituted to carry out raids across the state after obtaining an arrest warrant order from the court ,” Superintendent of Police said.

The team will be conducting searches at all possible hideouts of the accused, he told reporters.

Distant relatives
“Some of his distant relatives are currently residing at residence, the entire family is absconding,” the SP said, adding that raids have been already carried out at his possible hideouts in other adjoining districts.

Sources said the SP has not issued orders to nab the in the case as the court did not issue arrest warrant .

Maoist leader faces at least 10 cases that were registered in two States between 1988 and 1993


The Enforcement Directorate has registered a money laundering case against alleged maoist leader, for whose capture a reward of about ₹1 crore has been declared by security forces. He is suspected to be hiding in the jungles.

The police had lodged another FIR against him in August last year, naming him and his three other associates as accused. Taking cognisance of the latest case, the ED has initiated a money laundering probe, which will lead to the attachment of assets linked to the accused persons. “A total of ₹25 lakh in cash and 473 g of gold have already been seized by the designated authority by declaring them as proceeds of terrorism under the Unlawful Activities (Prevention) Act,” said an official.

The police have identified several properties linked to maoist leader, on the basis of which the ED will soon initiate action.

The police registered the case based on information that the accused was extorting money from those associated with various industries, mining and road constructions.

The police in southern Assam’s Karimganj district arrested 19 people, including women, on Saturday for assaulting and stripping a woman and stuffing chilli powder in her private parts and indulging in what they called “immoral activities”.

The incident happened on September 10, but the victim approached a local court on Thursday after a video of the incident was circulated on social media. She did not name anyone in the complaint.

“A police team raided Magura, a remote tribal village on the Assam-Mizoram border at 5 a.m. today (Saturday) and arrested the 19. They include three who appear prominently in the video and are directly involved,” Karimganj Superintendent of Police Gaurav Upadhyay told The Hindu.

The victim and the arrested belong to the same village, he said.

‘More arrests soon’
“We are continuing our raids and more arrests are expected to be made soon. We are investigating into what led to the attack. The villagers said they had been warning the woman. They also accused her of encouraging immoral activities,” Mr. Upadhyay said.

Demanded money
The woman, however, told the court that six men barged into her house and demanded the ₹85,000 that she had received under the Centre’s flagship Pradhan Mantri Awas Yojana. She said the men stripped and tortured her, besides tying up her father-in-law, when she refused to give the money.

The men relented and left only after she promised to give them the money, she said, adding she did not go to the police as the six men had warned her of dire consequences.

MLA and former MLA S.were on their way to attend a meeting when their vehicle was stopped reportedly by about 60 Maoists, and they were killed after conducting a “praja court”.


The surprise attack of Maoists in district killing an MLA and former legislator is not new as similar attacks had led to the death of a Minister and three sitting legislators in the past.

On March 7, 2000, Panchayat Raj Minister in the then Government was killed in a landmine blast triggered by Maoist belonging to the People's War Group .

Panchayat Raj Minister, who held the portfolio of Home in the past was killed along with his driver and a personal security officer. The Minister's brand new Toyota Qualis was blown up when a powerful landmine planted underneath a flyover was triggered.

Other incidents include the sensational killing of the then MLA inside his party office in the town on September 15, 1999. Maoist sprayed bullets on the MLA and three of his gunmen who were present there. The incident came ahead of Assembly elections slated sometime in December that year.

On December 29, 2001, tribal MLA too fell to the maoist bullets. Tribal MLA was shot dead outside a small hotel in the district by four Maoist. The slain legislator along with his wife went to participate in a local festivity.

But, the most gruesome killing was that of senior Congress MLA and 10 others on August 15, 2005. It is the last major maoist attack on politicians.

Senior Congress MLA was on a visit to the SC Colony in the town to lay the foundation stone for a school when an action team of the People's War Group first shot the senior MLA. In the burst of firing afterwards, nine others were killed on the spot.

Another incident that can be recalled is the killing of former Assembly Speaker on April 13, 1999. He was waylaid by four PWG extremists near village in district while returning after attending a ritual of his friend. He was shot dead from the point blank range. His death sent shock waves across the political circles in those days.

Constable and his friend were arrested by the Special Investigation Team on Sunday in connection with the gang-rape of a teenager earlier this month. The two were on the run since September 12.

Prime accused room owner have already been arrested in the case. While Prime accused is on police remand till September 25, two other room owner have been remanded to judicial custody till October 5. All the five accused identified in the case so far, have now been accounted for with the arrest of the duo.

Superintendent of Police, the SIT head, said constable and his friend and Prime accused room owner, were involved in several cases of organised gang-rape earlier as well, besides the recent case of the teenager, but not a single victim could be “positively” identified so far. She said the victims were probably lured from outside the village. She made an appeal to the victims to come forward with the information and assured action on any complaint received by the SIT. She said that third room owner knew for “long” that the place was being used for commission of crime by the accused.

Superintendent of Police said constable and his friend were nabbed outside a “dhaba” around 5 a.m. based on technical surveillance following an input. Superintendent of Police said the duo took shelter at “dharamshalas”, stayed in houses on the outskirts of the villages and slept in the open fields and on the mountains while being on the run. The duo also went to Bikaner and Ranthambore in Rajasthan and mostly took shelters at border areas, added the police officer.

“The constable and his friend buried their phones. They did not have enough cash and took help from the petty criminals,” said Superintendent of Police. Superintendent of Police however, refused to share the details of recoveries made from the constable and his friend saying that it was “important to maintain the integrity of the investigation”.

Superintendent of Police said that more arrests could not be ruled out in the case and roles of more people were being looked into. “It was an organised gang-rape. The investigation is still at a crucial stage. There could be more revelations in the next 24 hours,” said Superintendent of Police. Superintendent of Police added that the investigation in the case was carried out in the shortest “humanly” possible time as the police needed to process every data and follow up every input.

Prime accused room owner along with constable and his friend had allegedly abducted, drugged and gang-raped the victim on September 12 when victim was on her way to coaching classes at Kohima.

The victim's family had alleged that the Police delayed the transfer of zero First Information Report to their Military counterparts allowing the accused ample time to flee. Superintendent of Police was then transferred and women Sub-Inspector at Women Police Station put under suspension for dereliction of duty.

Message that mob action will invite ‘wrath of law’ to start on TV, radio in a week: Govt. tells SC

The Centre on Monday assured the Supreme Court that the Union and State governments would, within a week, start broadcasting on radio and TV a stern message that mob lynchings and violence would invite the “wrath of law”. The Centre’s promise came in response to a query by a Bench led by Chief Justice of India as to whether the court’s directions on the matter had been complied with.

On July 17, the Supreme Court had directed the governments, both at the Centre and in the States, to disseminate using radio, television and other media platforms including the official websites of the Home Department and police of the States the message that “lynching and mob violence of any kind shall invite serious consequences under the law”.

On Monday, senior advocate , appearing for activist , drew the court’s attention to its more than two-month-old direction to use the mass media to warn against public lynchings.

The direction on broadcasting warnings was part of the court’s July 17 verdict and was included among the “preventive measures” that the governments were supposed to put in place to save innocent lives from mob fury.

The court had held that it was the obligation of the government to safeguard citizens and ensure that the “pluralistic social fabric” of the country was protected against mob violence.

In her submission, senior advocate said nothing appeared to have been done on the ground. She said people must be made to realise the gravity of their acts, and for this, they ought to dread the long arm of the law.

When the court sought a response from Attorney General and Additional Solicitor General , they replied that “the same shall be done, if not already done, within a week”. Attorney General informed the Bench that an empowered Group of Ministers was considering a specific law against lynchings.

“It has to be borne in mind that the said direction was issued so that people would realise the gravity of their act and the effect on the law and order situation,” Chief Justice observed in Monday’s order for the Bench, also comprising Justices . “The said purpose has to be put on the high pedestal and people must realise that involving in such kind of activities will invite the wrath of law.”

The Supreme Court had in its July 17 judgment termed the increasing incidents of mob lynchings as “horrendous acts of mobocracy”.

On Monday, the court also directed the State governments to not lag in compliance and follow the direction “absolutely religiously within a week from today”.

The court noted that eight States and Union Territories including Mizoram, Telangana, Meghalaya, Arunachal Pradesh and Delhi were yet to file reports indicating their compliance with the July 17 verdict. It granted a last opportunity to the eight States and UTs to file their compliance affidavits within three days and listed the PIL of Congress leader after two weeks.

Congress leader, in his plea, has filed a contempt petition against the Rajasthan government over the lynching of 28-year-old dairy farmer . 28-year-old dairy farmer was attacked by a group of cow vigilantes at Alwar in Rajasthan on July 20, three days after the apex court had delivered its July 17 verdict.

On September 7, the court had ordered the Rajasthan government to file an affidavit on the status of the Alwar probe and on the action taken against the errant police officers.

Additional Solicitor General had submitted that the State House Officer was suspended and the constables transferred. A chargesheet had also been filed against three of the accused for murder.

The court on Tuesday turned down the bail plea of ''quack doctor'', an accused in the Rewari gang rape case, after the Special Investigation Team (SIT) argued that more arrests were to be made in the case.


Prime accused was remanded in judicial custody till October 5 at the end of his four-day police remand.

The bail application of ''quack doctor'' came up for hearing at the court of Sub-Divisional Judicial Magistrate at the court in the afternoon.

Probe pending: SIT

Opposing it, the SIT contended that the investigation was still pending and more arrests were to be made.


Making a strong case for the bail of his client, 'quack doctor'' counsel said he was not involved in the crime and the SIT had made no specific charges against him in the remand papers. It was yet to be established by the victim that she was treated by his client.

Counsel further argued that his client was arrested for alleged concealment of the crime, but the fact remained that the police had failed to take any action against the accused even after the victim and her family made a complaint to the police. 'quack doctor'' had discharged his professional duty in treating the victim. No recoveries are to be made from my client,” he said.

Instead of making 'quack doctor'' a witness to the crime, he was arrested by the SIT only to pacify the agitated locals in the wake of the henious crime, said Counsel.

The magistrate, however, rejected the bail application, citing the gravity of the offence.

Three will be produced before the court through video-conferencing on October 5.

Two arrests on September 23
Constable and his friend were arrested by the SIT on September 23 in connection with the case. They had been on the run since September 12.


Prime accussed, along with Constable and his friend, allegedly abducted, drugged and gang-raped the victim on September 12 when she was on her way to coaching classes.

Attack spot had no mobile connectivity, but a Maoist was seen using a gadget with antenna

A young woman Maoist clad in green uniform was repeatedly speaking over a communication set all the while as MLA was being grilled by her squad members after intercepting his vehicle on Sunday.

The gadget had a small antenna. Eyewitnesses said it resembled a tablet and a few said it looked like bigger version of a mobile phone.

“It is unlikely that she used a regular mobile phone because no mobile service provider had signals at that point,” a senior police officer analysing the attack said. Unwilling to be named, the official said the possibility of Maoists using a satellite phone could not be ruled out.

“She mostly spoke and was communicating continuously, taking instructions and passing on details of what was happening there,” the officer said. The point of ambush they chose suggested that they had done reconnaissance of the area several times.

Mobile phone signals were not available at that point but a few yards away on either side the mobile phones worked.

The Maoists apparently preferred that spot to attack the people’s representatives to ensure that those present at the spot did not alert the police or others through mobile phones.

“Moreover, they knew the precise time of the MLA reaching the spot,” police officials said.

Stopped vehicles
Minutes before the MLA and former MLA arrived at the spot, the Maoists stopped vehicles, commuters and locals travelling on the stretch and made them sit at one place.

When MLA vehicle reached the point, the militia and armed Maoists intercepted it and made him get off. As soon as he stepped out, they tied his hands with ropes and took him a few yards away.

All this while, former MLA refused to come out of his vehicle. In fact, his driver tried to speed away. But before he could reverse the vehicle, armed militants rounded up the vehicle. For the next few minutes, MLA resisted being taken out of the vehicle but had, eventually, given up.

Meanwhile, a woman Maoist speaking engaged in conversation the persons who accompanied the two leaders and took them to a side.

“Former MLA was taken a few yards away from the MLA albeit within viewing distance. There was no conversation with him. They aimed the guns and pumped bullets at point blank range,” a police officer who interacted with eyewitnesses said.

Confidence factor

It appeared that the Maoists were sure that no one would come to chase them.

After gunning down the two leaders, they were around for a few minutes.

They made the passengers and occupants of the houses in the vicinity raise slogans of “Lal Salam”. Only after they did so, did the Maoists walk away from the spot.

One of the factions of the banned Naga insurgent group NSCN (Khaplang), mostly comprising Nagas from the Indian side led by Khango Konyak who was recently impeached as chairman may join talks with the central government, underlining a split in the rebel group.

The group had ended the ceasefire in 2015 and has been responsible for some deadly attacks on security forces.

In a significant development, Isak Sumi, a top operative and spokesperson of the NSCN (Khaplang) claimed that the group was “seriously” considering talks with the Government of India.

The Indian government is in talks with seven Naga groups including the dominant NSCN (Isak-Muivah) for a solution to the vexed Naga issue. It signed a framework agreement with the NSCN (IM) in 2015.

“Backed by more than 500 and still many more readying to join hands, the NSCN/GPRN led by Khango Konyak shall continue to defend the rights and identity of the Nagas, and we are also seriously considering the Naga people’s genuine appeal for peace and political dialogue with government of India,” Sumi said in a statement on Friday.

This may have been prompted by the latest split in the Khaplang faction in August, when Konyak was “impeached” and replaced by Yung Aung, the 45-year-old nephew of SS Khaplang, also a Naga from Myanmar.

Konyak, had taken over as the self-styled chairman of the NSCN (K) after the death of Khaplang in 2017.

Reacting to Sumi’s claims, Joseph Lamkang, of the other faction released a statement on Saturday calling the Konyak-led faction traitors. “NSCN/GPRN re-pledge ourselves before God and to the people to continue the Naga freedom struggle, and will not tolerate anti-national elements conniving with the enemy to demean the struggle,” the statement said adding the group remained intact under the new leadership.

The Nagaland government said the NSCN(K) would be welcome to join the talks.

“The government of Nagaland has been pursuing all groups including NSCN(K) to join the peace talks,” said Rovilato Mor, Secretary, Home. “It is well and good if they are willing to join,” he said.

Mor said while there was no direct contact between the insurgent group and the state government, the latter had asked civil society organisations to reach out to the group. In August, Konyak Union, an organization representing the Konyak tribe reached out to the Khango Konyak faction.

“It is a positive sign if they are going to join,” said Manlep Konyak, president of the Konyak Union.

“They should join the peace talks. That is the popular demand that all groups should come together,” said Theja Therieh of the Naga Tribes Council adding how the group risks isolation if it doesn’t join.

The Konyak-led group’s location is not known for certain despite rumours that it is already in Nagaland and may be willing to join the ranks of the NSCN (IM). The state government believes the group is still in Myanmar.

“They are still in Myanmar,” said Mor. “We have no information of their crossing over,” said Thavaseelan K, Deputy Commissioner of the Konyak-dominated Mon district on the border with Myanmar.

Meanwhile, Sumi claimed that the impeachment of Konyak was instigated by ULFA and Meitei insurgent outfits (United Liberation Front of WESEA which comprises of NSCN(K), ULFA(I) and Manipuri insurgent groups have their camps in Myanmar’s Sagaing division) and that it was carried out by Pangmi Nagas in connivance with the Myanmar’s military without even a single Naga from the Indian side on board.

“The Pangmi sect connived with the Myanmar Army and mounted a full-scale military operation to assassinate his Excellency Khango Konyak. The offensive is still continuing to hunt down NSCN/GPRN workers guided by the Pangmi renegades,” Sumi said alleging that leaders of “the splinter Pangmi sect will be endowed with huge monetary bonus and other lucrative offers in the form of gold and jade mining licences and permanent citizenship privileges anywhere in Myanmar.”

Sumi claimed that the rival faction wants to enter the Nationwide Ceasefire Agreement (NCA) with Myanmar’s government. It is for this reason, Sumi said, that they connived to oust Konyak with the Myanmar’s military for he is staunchly opposed to the NCA.
