BJP's promise of Highway Protection force comes in the wake of indefinite economic blockade imposed by the United Naga Council (UNC) since November 1, 2016 against the state government's decision to carv off seven new districts in the land-locked state by bifurcating the existing ones.

Supply of essentials, including fuel, to Manipur has been severely hit since November last year after the council declared indefinite economic blockade on NH2 (via Dimapur) and NH 37 (via Jiribam) - the two lifelines to the state.

Apart from raising a Highway protection force for ensuring blockade-free Manipur, the BJP also promised to investigate fake encounter and corruption cases and punish the guilty.

Union Home Minister Rajnath Singh today said the Centre has sanctioned a special package for strengthening the security in three eastern districts of Arunachal Pradesh to tackle the insurgency problem there. “The special package for Tirap, Changlang and Longding districts will also include creation of new posts, purchasing of vehicles and equipment for police,” he said addressing the 31st Arunachal Pradesh statehood day programme here.

He assured necessary funds from his ministry at the earliest for construction of over 20 police stations in the three districts and asked the state government to expedite the work.

Singh said his ministry was actively considering the proposals submitted by the Arunachal Pradesh government for strengthening the security system in the state.

The state government had sent a proposal for setting up of an ITBP battalion here, Singh said adding he had asked his ministry’s officials to immediately examine it.

He also assured to sanction a forensic science laboratory in the state.

“We will do whatever is possible in the interest of the state for development. There is no dearth of fund. But every penny from the Centre should be judiciously utilised to maintain transparency so that nobody could point a finger.

“Developmental fund should be utilised with utmost honesty as the Centre has been sanctioning honestly for the state’s development. I appeal to the government functionaries to work in the spirit of Team Arunachal to strengthen the hands of Chief Minister Pema Khandu who is embarking on a focussed approach for development of the state,” he added.

Referring to the hydro power potential of the state, Singh said a robust connectivity infrastructure was a must to tap the hydro power potential which could be a money spinner for the state.

Union Minister of Road Transport and Highway Nitin Gadkari had already announced a Rs 50,000 crore project for roads and bridges for Arunachal Pradesh, which would be sanctioned within the next two years.

Four state roads in Arunachal have already been announced as national highways and the state government should send early proposals free from all incumbencies including land allocation for early sanction, Singh added.

Singh assured that the foundation stone for railway line to Pasighat would be laid soon and the Railways ministry had already announced survey of railway line from Bame-Ruksin-Tezu-Parashuram Kund via Rupai and Marupang to Tawang. The survey would commence soon.

To boost telecom and IT connectivity in Arunachal Pradesh, work on band line in 5035 km area is on. Ducting has been completed in 2300 km, while cables have been laid in 1300 km.

Referring to the aviation sector, the union minister said the Centre had already given 75 per cent subsidy for two MI-75 choppers in operation in the state, while subsidy for another small chopper would be approved soon.

“Commercial flights will be made operational from Pasighat Advance Landing Ground (ALG) soon,” he added.

On Chief Minister Khandu’s decision to make official works paperless, he said it would bring efficiency, transparency and accountability in the system.

In the recent Vibrant Gujarat Summit many investors had evinced keen interest to invest in Arunachal, he said and asked the state government to expedite the process at the earliest and to create an investor-friendly atmosphere.

Imphal: Manipur Deputy Chief Minister Gaikhangam on Tuesday escaped an assassination attempt in Tamenglong district when militants attacked his cavalcade. Police suspect a tribal militant outfit to be behind the attack.


The ambush was reported at 10.30 a.m. at Namkalong in Tamenglong district where Gaikhangam, also the state Home Minister, was going to address an election meeting. The police commandos were going as advance party to clear the mountain road of militants.

Police said that after the attack the cavalcade of Gaikhangam was stranded for several minutes. However the Home Minister and his entourage proceeded towards the meeting venue once reinforcements arrived.

With elaborate security arrangements in place, Gaikhangam addressed an election meeting at Khoupum within his constituency.

A security personnel was on Tuesday injured when suspected militants fired at the securitymen deployed for the visit of Deputy Chief Minister Gaikhangam in Tamenglong district of Manipur, police said. Suspected militants fired at a police advance party, injuring a jawan of the Indian Reserve Battalion. The security personnel returned the fire, triggering a gunbattle, police said.

The injured jawan was identified as Yumnam Jenit (33), a resident of Thangmeiband Sinam Leikai in Imphal West district.

The deputy chief minister was visiting his assembly constituency, Nungba’s Khoupum at Gaidimjang village in Noney district, for poll campaigning this morning, police said.

The incident took place at about 9 am in Nungkhaolong village which falls under Nungba police station.

There were reports of another ambush by unidentified armed militants today from the Thingkhongjang village area in Noney district, police said.

The deputy chief minister has come back safely to Imphal, they added.

Tirap district administration, Narcotics Control Bureau along with police, army and para military forces destroyed 191 acres of illegal poppy (opium) plantations in Lazu circle of the district recently. The poppy plantations in Lazu, Sanliam, Pongkong, Sinnu, Lonyan, Noglo, Lower Chinhan, Upper Chinhan (Horu Chinhan) villages were destroyed by teams constituted by Tirap Deputy Commissioner (DC) Ravi Jha from February 14 to 18, an official report said in Itanagar on Wednesday.

Prior to carrying out the drive, the DC briefed the teams that destroying illicit poppy cultivation was very important to make the drugs growers chooses alternative crop cultivation. Informing that poppy cultivation is prohibited under the NDPS (Narcotic Drugs and Psychotropic Substances) Act, the DC urged the people of Lazu to go for alternative cash crops like large cardamom, large ginger and large chilly for which Agriculture and Horticulture department have been extending support through various schemes.

A few people have started cardamom cultivation in some pockets of Lazu circle which was witnessed during the operation, the team members informed the deputy commissioner.

the Centre on Thursday said all stakeholders will be consulted before finalising the Naga accord and the deal signed with NSCN-IM in 2015 does not compromise state's territorial integrity.

"Without the consultations of all the stakeholders, final decision on Naga issue will not be taken," Minister of State for Home Kiren Rijiju told reporters here.


The Minister's statement bears significance as assembly polls in Manipur will be held on March 4 and 8. People in Manipur are very sensitive on the Naga issue and opposed to the NSCN-IM's demand for integration of Naga inhabited areas in Manipur.

Prime Minister Narendra Modi is expected to campaign for the BJP in Manipur this weekend.

Echoing Rijiju, Centre's Interlocutor for Naga peace talks R N Ravi said no solution will be reached at without taking the wishes of the people of Manipur including those who live in Imphal valley, who are important stakeholders.

Referring to the 'Framework Agreement' signed with the NSCN-IM on August 3, 2015, Ravi said "This doesn't compromise Manipur's territorial integrity at all".


"This is just a broad document under which we will work out details. It is not final agreement," he said.


Ravi also said violence can never bring a solution and all stakeholders have to be taken into confidence before finalising any final peace accord with the Nagas.


The 'Framework Agreement' was signed by NSCN-IM general secretary T Muivah and Ravi, in the presence of Prime Minister Narendra Modi and Union Home Minister Rajnath Singh. The pact set the political parameters of the final solution.


The signing of the agreement came after over 80 rounds of negotiations that spanned 18 years with the first breakthrough in 1997 when the ceasefire agreement was sealed.


Ravi continues to hold parleys with the leadership of the NSCN-IM for the final settlement.

Aizawl: Four women, including two Myanmarese nationals, were arrested for allegedly carrying heroin in separate incidents in Mizoram, Excise and Narcotics department spokesman said on Thursday.

Excise and Narcotics department officials seized 65.8 grams of heroin from Mizoram-Myanmar border town Champhai and arrested three women - Vankungpuii (45), Lalrinchhungi (32), belonging to Khawmawi village in Myanmar, and Lalfakzuala (43) of Aizawl, who were carrying the contraband in a car from Myanmar last night.


Around the same time, the officials also seized 26 grams of heroin in Aizawl and arrested another woman - Malsawmkimi (35) of south Mizoram's Lunglei town, he said.

An NSCN-IM militant and a civilian were killed during an encounter between the Army and the banned outfit in the wee hours today at Khoupum old village in Manipur’s Noney district, police said. Jawans of the Gurkha Regiment were carrying out a search operation in the village at around 3.30 AM when they were fired upon by the NSCN-IM militants. The jawans returned fire and the gunbattle continued for around 45 minutes in which one NSCN-IM militant was killed, police said. A villager, identified as 50-year-old Anjina Rongmei was killed by a stray bullet, they said.

Earlier, police had said that the encounter took place in Tamenglong district.

Noney district is among the seven new districts created by the state government. Noney was created by bifurcating Tamenglong district.

Two days back, a security personnel was injured when suspected militants fired at a police party deployed for the visit of Deputy Chief Minister Gaikhangam in Tamenglong district.

An Indian Air Force (IAF) cargo oil tanker landed at the Imphal airport on Thursday, bringing in petroleum products to fuel-scarce Manipur, where assembly polls are slated early next month.

The cargo oil tanker landed around 10.30am and took off after unloading, airport officials said.

This is the second time a cargo oil tanker of the IAF has flown in petroleum products to Imphal as the ongoing indefinite economic blockade has cut off all regular transportation of essential commodities, including fuel in the poll-bound state.

The blockade, which began on November 1 last year, was imposed by the United Naga Council along the highways of the landlocked state in protest against the state government’s creation of seven new districts.

The Election Commission had on Wednesday said sufficient petroleum products are available in the state to ensure smooth transportation of polling personnel for the March assembly election and that the economic blockade in Manipur would not impact the poll process.

Imphal: Police on Friday recovered a hand grenade and a bomb in Manipur's Imphal West district where Prime Minister Narendra Modi will address an election rally on Saturday.

The recovery comes even as an apex body of six rebel groups in Manipur has given a call for a "complete shutdown" in the state tomorrow to protest against Modi's visit, saying it was aimed at "hoodwinking the people of Manipur".

The Prime Minister will address a rally at Langjing Achouba ground in Imphal West district in support of BJP candidates in the ensuing Assembly polls.

A Chinese-made hand grenade was found near the gate of BJP candidate Soibam Subhachandra's residence at Ningombam Leikai, 9 km away from the Achouba ground, while another bomb was found in front of another BJP worker O Sunil's residence in Thoubal district, 40 km away from the rally venue.

The shutdown called by the Coordination Committee (Corcom) will begin at 6 AM and continue till the Prime Minister leaves the state, a Corcom press release said.

"Narendra Modi's visit to Imphal on February 25 is another trip aimed at hoodwinking the people of Manipur," the release said.

Essential services like medical, media, water supply, electricity and fire services would be outside the purview of the shutdown, the statement said.

Police have intensified frisking all over the state capital to ensure that there was no loophole in the security arrangements for the Prime Minister's visit.

State police commandos under the supervision of Additional SP S Ibomcha and led by DSP Thankhochon and OC Thaingampou carried out search operations and house-to-house verification at Taobungkhok Awang Leikai.

Polling for the 60-seat Manipur Assembly will take place in two phases on March 4 and March 8.

Imphal: The Centre will deploy an additional 30 companies of Central paramilitary forces in Manipur for smooth conduct of the state assembly election.

Manipur Chief Secretary O Nabakishore told reporters here that altogether 280 companies of Central paramilitary forces will be deployed for election duty in the state which is experiencing more than three-month long economic blockade imposed by the United Naga Council along the highways of the landlocked state.

The Chief Secretary said the "state is ready for elections."

Manipur will witness the highest Central forces deployment for the upcoming two-phase elections.

The election for the 60-member assembly will be held on March 4 and 8.

Meghalaya’s Special Force-10 (SF-10) commandos have shot dead a militant leader, wanted in killings of two Meghalaya jail officials and seven Assam tribesmen, a police official said on Sunday.

Singbirth N. Marak alias Norrok X. Momin, a former military wing chief of the United A’chik Liberation Army (UALA), was killed and four or five of his followers were injured in a fierce gunfight on Saturday, a police official said.

One AK-rifle, one pistol and a grenade were recovered from the gunbattle site.


Based on intelligence inputs, the commandos raided Matronggre forested area, 11 km of Resubelpara, the headquarters of North Garo Hills district, about 315 km west of Meghalaya state capital of Shillong.


“The gunfight began when the armed militants fired at the commandos and refused to surrender,” Dalton P. Marak, the district police chief of North Garo Hills, told IANS over phone.

Norrok, who earlier surrendered before Chief Minister Mukul Sangma, was on the run after the government decided to take action against him for the killings of two Williamnagar prisons officials in East Garo Hills in 2010 and of seven Rabha tribesmen in Assam’s Goalapara district in 2013.

In fact, the UALA was formally disbanded after Norrok and the outfit’s chairman Novembirth Marak and 68 cadres surrendered with their weapons and ammunition to the Chief Minister on June 10 last year.

Police officials said that the death of Norrok is the deadliest blow to his newly formed United A’chik National Front (UANF) militant outfit, which operates in Meghalaya and Assam border areas.

“Norrok’s death in the gun battle was a major achievement for us (Meghalaya Police) as he along with William Sangma, a hardcore criminal, was trying to raise the ugly head of militancy in the bordering areas with the help of NDFB (National Democratic Front of Bodoland) militants,” Dalton said.

The police official said that the combing operation is on to nab the fleeing militants.

At secret meetings held every week, R N Ravi, the Indian government’s official interlocutor on Nagaland, and insurgent leader Thuingaleng Muivah have been hammering out details of a political autonomy deal for Naga communities living inside and outside the state, a top government official familiar with the talks told The Sunday Express. Held at hotels, guest houses and conventional venues, the meetings have involved 16-18-member delegations of the Muviah-led National Socialist Council of Nagalim’s Isak-Muviah (NSCN-IM) faction, the primary insurgent group in the state, while New Delhi has been represented by Ravi alone.

“The idea of not having a delegation from the Government of India side,” the official said, “is to be able to tell the Nagas, look, here is one person who enjoys the confidence of the political executive, and will take what you propose straight to the top to get a yes or no answer.”

In order to ensure that a consensus develops around any future deal, the official said, Manipur’s government has been regularly briefed on the negotiations, with New Delhi and Imphal regularly exchanging formal correspondence on the issue.

“However,” the official added, “this process has been on hold since November, when the election process was initiated in Manipur.”

In a press release issued on Friday, the NSCN appeared to suggest an early deal was possible, saying “the Government of India has recognised the legal rights of the Nagas and candidly proclaimed integration the legitimate right of the Nagas… Whether we like it or not there is going to be a transformation in the history of the Nagas very soon”.

Large Naga populations live in Manipur’s hill areas, and Naga insurgents have long demanded that these communities be made part of Nagalim, a territory encompassing all areas where the ethnic group lives. The demand has been bitterly resisted by Manipur, especially by the Hindu communities of the plains.

New Delhi, the official said, believes a breakthrough has been made in the talks with the NSCN agreeing, in principle, that Naga communities can exercise autonomous political rights within existing stage boundaries. The evolving formula, it believes, would meet the group’s demand for integration, while at once addressing Manipur’s territorial anxieties.

“I’m afraid I can’t share more details at this stage,” the official said, “but I do believe we have a formulation all sides can live with.”

Though the secrecy that has surrounded the talks has bred scepticism on the Framework Agreement signed in 2015, the legal basis of the ongoing deal, the official said “the fact that frequent, granular negotiations are underway should tell you something about the level of understanding that has evolved”.

In a recent interview, Ravi said the Framework Agreement remained secret as the Government did not wish to “serve half-cooked meals”. “As and when we reach the final agreement, the Framework Agreement will be part of that,” he said.

A powerful explosion took place on Sunday outside the house of two editors after militants allegedly planted a bomb in Imphal, police said. There were no reports of any casualty, however, a car was damaged due to the explosion, which happened at 8 pm on Sunday, they said. The editors work for a local Manipuri daily newspaper and a local cable television, police said. The bomb was allegedly planted by suspected outlawed militant outfit and the reason behind is not yet known, they said.

Meanwhile members of the Press Council of India K Amarnath along with a team of All Manipur Working Journalists’ Union visited the residences of the two editors and expressed their solidarity. Amarnath on Sunday told PTI that he strongly condemns the attack and PCI is against any form of undemocratic act.

Four persons were charred to death and more than 30 injured when an oil tanker turned turtle and exploded on NH 37 in Assam’s Golaghat district late last night, police said. The driver of the oil tanker, bound for Upper Assam’s Digboi from Guwahati, reportedly lost control of the vehicle which turned turtle near Rangaliting tea estate under Dergaon police station, a police officer said. The tanker exploded resulting in oil leakage and a devastating fire which led to the death of three persons on the spot, while another succumbed to his injuries in the hospital today, the official said.

At least nine houses, mostly belonging to tea garden labourers near the highway, were completely gutted in the fire. The dead include an elderly couple and a nine-year-old girl, the police officer said. Meanwhile, Assam Agriculture Minister Atul Bora visited the area and announced an ex-gratia relief of Rs four lakh to the next of kin of the deceased, a government official said.

the Union Home Ministry has restored their Z-plus category security by replacing NSG with CRPF security guards, said officials. Both Gogoi and Mahanta enjoyed elite NSG cover due to threat to their lives from insurgent groups. Their security cover was downgraded last year, soon after the BJP-led government by Sarbananda Sonowal came to power, based on the assessment by intelligence agencies. Sonowal was recently accorded NSG cover by the Home Ministry based on the intelligence reports that he faces threat from militants groups in the Northeast.

DG CRPF K Durga Prasad said, “We are providing security to as many as 68 VIPs including Gogoi and Mahanta.” Home Ministry officials said the move to withdraw NSG security of Gogoi and Mahanta was taken in an attempt to streamline government’s efforts to stop the specialised counter-terror force from performing VIP security duty.

A senior government official on the condition of anonymity said, “The decision to reassess the security cover was taken after both the senior leaders from Assam petitioned Union Home Minister Rajnath Singh. It was later decided that they will be given security cover by CPRF of Z-plus mobile category, which means they will be sanctioned security only when they are on the move and not when they are at their residences.”

Mahanta, soon after the withdrawal of security cover, had alleged that his NSG cover was removed for being vocal against the Citizenship (Amendment) Bill, which aims to give citizenship to non-Muslim migrants from Bangladesh. Under Z-plus category, as many as 40-45 commandos are deployed to provide cover, while Z category entitles 25 security guards. Similarly, a Y category protectee gets 10-12 guards and X is entitled for 2.

Besides Mahanta and Gogoi, CRPF recently accorded security to UP BJP chief Keshav Prasad Maurya, BJP MP from Unnao Sakshi Maharaj, Kerala BJP president Kummanam Rajasekharan, former Kerala BJP chief P K Krishnadas, Kerala BJP general secretaries M T Ramesh and K Surendran.

The decision to give security cover to Kerala BJP top brass was taken following arrests of militants from Madurai who owed allegiance to BASE movement that is pledged to the Al Qaida. From the literature seized from these suspects, NIA has discovered names of BJP leaders in Kerala who were on their ‘hit-list.’ They have been given CRPF security of Z and Y category depending upon the threat perception, an official added.

A bomb was recovered in Imphal on Tuesday ahead of the visit of Congress leader Rahul Gandhi for campaigning for the Manipur assembly elections.

Police said the bomb was found near the gate of a residential building around 6am in Khongman Bashikhong Turel Mapal area in Imphal East district. The bomb was later defused.


The bomb was recovered about 6km from the venue where the Congress vice-president is scheduled to address a rally.

Rahul Gandhi will campaign for Congress candidates at Hapta Kangjeibung ground.

Elections in the state are slated for March 4 and 8.

Kohima:
One kilogramme of a banned drug commonly know as 'Horse Drug' was seized and one person was arrested in this connection by police from the Nagaland-Manipur inter-state check gate.

Police seized one kilogramme of Horse Drug having composition of methamphetamine and caffeine from the possession of Hussain Ahmed (26) of Brahmanshsan Block-2, Karimganj district of Assam yesterday while conducting routine frisking of vehicles, said PRO Kohima Police Atu Zumvu.


The illegal drug was found neatly wrapped in four packets, he said.

As per preliminary statement of the accused, the drug was procured from Senapati in Manipur and was supposed to be delivered to a client at Dimapur in Nagaland.

This illegal drug is especially popular in Thailand, Indonesia and Philippines where it is imported from Burma or Laos.

In this connection a case has been registered at Khuzama Police Station under NDPS Act and further investigation is in progress, Police added.

Shillong: Three persons were injured in an alleged police firing triggering a mob to torch a police station and five vehicles at Resubelpara in Meghalaya's North Garo Hills district, police said today.

The three persons, while they were returning from a weekly market, were fired at by police after the vehicle they were travelling did not stop at a police check point last night, North Garo Hills District Deputy Commissioner SC Sadhu told PTI.

All the three occupants of the car were critically injured and shifted to Guwahati where their conditions were reported stable, he said.

As the news spread, a mob set afire the local police station, five police vehicles and a makeshift shelter for police guards within the premises, he said.

While the police team maintained that the occupants of the vehicle were asked to stop in the first and second check points, their refusal led the policemen at the last layer to fire at them suspecting to be armed militants.

District SP Dalton Marak said, "we had information about William Sangma (who had earlier evaded arrest by running away in a vehicle which was asked to stop) and had duly set up a check point, close to the Belpara Baptist Church. However, at about 10:30, when we asked the vehicle to stop, it refused to do so."

The situation, however, was brought under control this morning after the residents of the town took out a march against the "excesses of the police", he said.

An irate mob attacked and burnt down a police station in Meghalaya’s North Garo Hills district after three persons were injured in a police firing, an official said on Tuesday.

The police official said violence erupted on Monday night after a police team stationed at a checkpoint in Kaldang area fired at a vehicle when its driver refused to stop at a barricade despite signalling.

“For the last one week, following inputs about militant movements, we have increased checking of vehicles in the district,” SB Singh, the Meghalaya police chief, told IANS.

Following the firing, Singh said the mob burnt down the Resubelpara police station, its temporary barracks and police vehicles.

Singh said more details were awaited on the entire incident, and although the situation was under control they were keeping a close watch.

The three injured were shifted to a private hospital in the neighbouring Assam capital, Guwahati. One of them was believed to be critical.

On Sunday, a hardcore criminal William A. Sangma, wanted by Meghalaya and Assam Police for kidnappings and extortions, made a narrow escape along with his aides from a police checkpoint at Thapa Darenchi.

The police, however, managed to recover a China-made carbine and cache of ammunition from the vehicle which he had abandoned.

Assam government on Monday said it has instructed all superintendents of police to remain alert and tighten security at all sensitive places in view of the possibility of ISIS recruiting youths from the state.

Replying to a discussion during the zero hour in the assembly, Assam parliamentary affairs minister Chandra Mohan Patowary said all the SPs have been ordered to keep a strict vigil and maintain a close watch on doubtful people.

“Moreover, instruction has been given for tightening security at all sensitive places like railway stations, airports, historical places, temples, dargahs, refineries and shopping malls,” he added.

Patowary was replying on behalf of chief minister Sarbananda Sonowal, who also holds the home portfolio, during the zero hour debate raised by BJP MLA Ashok Singhal on possibility of recruitment drive by ISIS in Assam and other parts of the country.

“We have also ordered to strengthen security along Indo-Bangla border and secure the river ways. Police have been strictly asked to maintain close coordination with various intelligence agencies,” he said.

Besides, security and other agencies have been keeping a close watch on social media as these can be tools of influencing youths for joining the global terror outfit, he added.

The minister informed the house that two trained members of Jamaat-ul-Mujahideen Bangladesh (JMB) were nabbed from Nalbari district.

Assam police, he said, has so far arrested 56 JMB extremists after the Burdwan blast in West Bengal in 2014.

“Apart from them 10-12 JMB members are absconding at present,” Patowary added without elaborating.
