every citizen has right to kill other in self defence. People in far flung areas cannot be possibly provided security by state and it makes sense to allow them to carry weapons.
Is not that the whole idea of licensed firearm. You can defend yourself from immidiate danger before state can respond.
Not much into law are you, no citizen has the right to "kill" people in self defense just like that, we don't have stand your ground laws or stuff like that, unless one of them plants a knife in an attacking Bodo's back and can prove circumstances wherein his life was in danger. This isn't a situation where you're getting mugged in the street and defend yourself, this is about forming a large militia, possibly organised, which will not be under the specific authority of the state or its institutions in terms of its CnC. IF they form illegitimate militias then they are militants just like naxals or the ranvir sena, de facto they have challenged the authority of the state and therefore have waged war against it.
They will not be provided with weapons, should not be provided with weapons, even if the damn soil turns red with their blood. Besides given the track record, these folks can forget about any actual protection. Last time the great protector of the realm signed the Assam Accord and provided a blanket pardon to all the people who were convicted (yes there were convictions, over 300) in the Nellie massacre.
