GUWAHATI: The Assam government on Sunday was thinking of arming Bengali-speaking Muslims in Bodo areas with licensed guns and asked for applications from villagers even as the situation in Kokrajhar and Baksa returned to normal with no reports of fresh violence. However, security forces intensified their operations against National Democratic Front of Boroland militants with three guerrillas killed in two encounters in northern Assam's Sonitpur and Udalguri districts on Sunday.

Police recovered three pistols, two grenades and some incriminating documents from the slain militants. DIG (NR) Subhrajyoti Hazarika confirmed this, saying, "The Sonitpur encounter took place in the morning while the Udalguri incident occurred around 1.15pm on Sunday." The death toll in the current killings by NDFB(Songbijit) group rose to 34 after two more bodies of Bengali-speaking Muslims were recovered from Beki river in Baksa district.

Cops also fired in the air to disperse crowds in Narayanguri in Baksa district as they gathered in protest and refused to bury 18 of those killed on Friday, demanding a visit by chief minister Tarun Gogoi. Hours later, the last rites were performed after the border development minister assured them Gogoi would visit the village once the code of conduct was lifted on May 16.

Bengali-speaking Muslims have clashed with Bodos four times in the past, the earliest being in 1952 and the most recent being in 2012 when 105 people from both communities were killed in five days.

Assam Police additional director general A P Raut said, "The situation is fast improving. We've relaxed curfew in some places today. Tomorrow, we will relax it in Baksa. We have handed over the investigation into the killings to the special task force till NIA probe is cleared by the Centre."

State forest minister Rockybul Hussain said Bengali-speaking Muslim villagers should be given licensed arms by the state government for self defence. "Since the home department in Bodoland Territorial Council area is under the state government, the government can provide licensed arms if anyone applies for it."

National Highway 37, which wore a deserted look over the last four days, saw traffic once again. But Jamiat-e-Ulema (Hind) leader Mahmood Madani, in Guwahati, demanded the Congress government break its links to the Bodoland People's Front. "People suspect BPF's hand in these killings and in that case, the Congress should not run the government with them," Madani said.

The police have arrested 26 people so far and five cases have been registered in connection with the violent incidents in BTAD. A relief camp has been established by the Baksa district administration where 498 people from the violence-affected areas under Gobardhana have taken shelter. Protests continued in Barak Valley of Assam. A dawn-to-dusk bandh in Hailakandi district on Sunday disrupted life.

Meanwhile, NIA sources said they will discuss the Bodoland Territorial Area District (BTAD) violence with the Assam government on Monday. NIA is likely to sit for a detailed discussion with the state home department in Dispur and draw up a strategy to probe the recent violence in BTAD.

On Saturday, Gogoi had said the state government was going to hand over the probe into the killing of 32 civilians to the NIA. "We are sending the official letter to the Union home ministry this evening. An NIA team will be discussing the matter with the state government on Monday. The NIA is going to look into the various FIRs registered in the BTAD areas regarding the violence," said state home commissioner and secretary G D Tripathi.

Amnesty International, India, strongly condemned the killing of 32 people in Assam's Kokrajhar and Baksa districts and termed the act as shameful and displaying contempt for human lives. "Authorities in Assam must take action to protect the rights of all communities and bring those responsible for the attacks to justice," it demanded.

It will lead to a larger massacre and more of a headache for us, the BODO militants are unlikely to be intimidated by lungi clad civvies shooting at them. Its like saying that you can take a gun in your hand and presto take on all comers, odious idiocy.

Now Tarun Gogoi is acting like a certified moron, if people are supposed to sort this out among themselves with guns, then what is the need of his post?

The statment came from Rockybul Hussain, the state foreign minister, not Tarun Gogoi. I doubt the central government is going to allow such stupidity.
 
Although technically this is not arming the population but encouraging them to buy liscenced weapons for self-defense, but India should learn from Pakistan's experience. The latter armed tribal militias against the TTTP, and this causes illegal small arms to penetrate the civilian population: they could switch sides, and when you withdraw your military's support that you initially extended to them, they are targets for the real militants, the TTP in Pakistan's case.

The protection of the citizenry is the state's job. It can't be subcontracted.
that is technically true, but this is not the first time we are arming locals. We did so in kashmir (village defence committee) and chattisgarh too, there should be limit on firearms, and govt should decide who to give them.
Some areas are so remote from main settlement, its near impossible to give protection.

Salwa Judum had the backing of the CAPFs, these fools will not. Furthermore, the current government at the center is on its way out so its unlikely that any of these poor blokes is going to be getting a machete from the state much less a gun. :p:
 
The last attack was by a militant organisation, and from what I can tell from my friends, not exactly supported by the local populace. They absolutely hate the illegal immigrants, make no mistake about it. But the locals didn't execute this Right now, the local bodos can be best described as sitting on the fence.

However, if there is a retalliation, in whatsoever form, on the innocent people, the whole area from Bongaigaon to Goalpara to Kokrajhar might go up in flames. The regional dynamics has been intensely fractured for a long time now, and this is the first time the local tribes have been seen making common cause: drive the illegal immigrants out.

Any stupidity on the part of the government or the illegal bangladeshi's will be terrifying.

And those village defence committees worked in close concert with the IA, not as self contained and commandeered units.

Only one entity has the right to legally kill people in a nation and that is the state itself.

Thankfully the morons who came up with this notion are going to be left high and dry when the morons in Delhi upon whom they are counting on get shown the door in a few days.

every citizen has right to kill other in self defence. People in far flung areas cannot be possibly provided security by state and it makes sense to allow them to carry weapons.
Is not that the whole idea of licensed firearm. You can defend yourself from immidiate danger before state can respond.

On topic: large scale illegal migration from one country to another country creates economic burden for the host country, creates security risks, increases crime rate, and creates unrest and resentment among locals, no country should tolerate that, neither should we. This has to stop and also reversed to the extent possible.

Kokrajhar, March 29: A 17-year-old tribal girl was allegedly gang-raped and killed on the bank of the Makra in Assam’s Chirang district this morning.

A 12-hour curfew has been imposed in the areas under Bijni and Amguri police station from 6 this evening.

Local residents said the girl, a first year higher secondary student of Amguri Higher Secondary School, had gone fishing in the Makra along with another girl from her village, Boldigami, under Amguri police station in Bijni subdivision, when they were chased by about six to seven youths, suspected to be Bangladeshi migrants, around 9am. The goons caught one of the girls and allegedly gang-raped her before slitting her throat.

The girl died on the spot while her friend managed to escape and inform the villagers.

A post mortem was conducted after which the body was taken to the village.

Chirang additional superintendent of police Taburam Pegu said 14 persons have been picked up.

A social activist in Kokrajhar said, “After the 2012 riots, the situation is still very sensitive in many areas and incidents such as this can trigger a flare-up with anti-socials taking advantage of the situation. The administration should act swiftly and take tough action against those guilty of such an inhuman act.”

In 1996, the rape and death of two girls at Bhumka in Gossaigaon had led to the Bodo-Santhali riots while the killing of four Bodo youths at Joypur in Kokrajhar had led to the 2012 riots in Kokrajhar, Chirang and Dhubri districts.

Residents and organisations like the All Bodo Students Union (Absu) and the All Bodo Women’s Welfare Federation have demanded the immediate arrest of and capital punishment to the culprits. Absu president Promod Boro also demanded a compensation of Rs 10 lakh for the girl’s family.

The Absu will stage a protest in front of the office of Chirang deputy commissioner at Kajalgaon, the district headquarters, tomorrow morning.

Bodoland Peoples Progressive Front president Rabiram Narzary, who is a BTC member, has demanded a high-level judicial inquiry. He expressed apprehension that the goons could be out to create communal tension before elections.
