Yes, but defeated and rendered useless. You will always have cults and fringe networks in any country. After IS is destroyed in Sryia and Iraq and no longer holds any lands or army they will be finished. Maybe some will call themselves IS and operate in the fringe or as Twitter keyboard warriors, but as an organization they will be over.
