India wasnt exist before 1947 it was clearly BRITISH INDIA and before british came india word wasnt even there for this region.. i was strickly used for indiginous americans red indians so called ..
it was Hindustan.. before some state combined were Bharat..

Mainstream political parties welcome announcement on elections, but with a note of caution

Mainstream political parties in Jammu and Kashmir on Wednesday welcomed, though with a rider, the announcement of panchayat polls made by Prime Minister Narendra Modi and Governor N.N. Vohra in their Independence Day speeches.

“In the recent past, all parties except the BJP had suggested postponement of the panchayat polls in view of the situation on the ground. Even the security establishment did not favour holding them now. We are ready to be part of the exercise only if the current administration provides a conducive atmosphere and security to the candidates,” Peoples Democratic Party (PDP) spokesman Rafi Mir told The Hindu.

The PDP, which ruled the State along with the BJP from 2015 till June 2017, had to defer polls both for urban local bodies and panchayats twice in the past one year because of rising militancy and growing street protests in the wake of civilian killings, especially in south Kashmir.

“We are hopeful the Governor took the security scenario into consideration and sought inputs from all security agencies before making the announcement,” Mr. Mir said. National Conference provincial president Nasir Aslam Wani said the administration should not take a hasty decision.

“The Governor’s administration has to ensure the situation is conducive on the ground for such an elaborate exercise,” Mr. Wani said.

Other smaller regional parties also asked the administration to move “cautiously as there was the threat of militant violence against potential candidates.”

J&K saw panchayat polls in 2011 after a gap of four decades. The fresh panchayat polls were supposed to be held in 2015.

The polls will elect over 33,849 grassroots representatives, including 4,130 sarpanchs and 29,719 panchs. Besides, there are 80 urban local bodies.

Governor Vohra on Wednesday announced that the elections for the urban local bodies will take place during September-October and the panchayat polls in phases during October-December this year.

With a day left before the state goes for the first phase of local bodies election on October 8, high security arrangements placed across various districts, including polling stations.

As many as 2,990 candidates are in the fray for the four-phased urban local bodies (ULB) polls in Jammu and Kashmir, officials said on Saturday. The polling will be held in south Kashmir’s Kokernag and north Kashmir’s Baramulla, Handwara, Kupwara, Bandipore and three wards of Srinagar municipal corporation.

“We are taking no chances. The polling stations where people will cast their votes have been properly secured,” a senior official said. He added that additional check points have been set up on the Jammu and Kashmir National Highway (NH 44) and other highways leading towards the polling areas.

Around 40,000 additional forces have been deployed and three-tier security will be placed around the polling stations, the official said.

“The army has been asked to go for area domination to deter militants or their supporters from targeting candidates,” he said.

Director general of state police Dilbag Singh said, “About 450 to 500 OGWs of militants who were issuing threats and hatching conspiracies to sabotage the election process were arrested over the past one week,” He said the police and other security agencies were fully prepared to face any kind of situation for smooth conduct of the polls.


Officials said in the wake of recent attack on Friday where two National Conference workers were killed by the militants, the security of the candidates has been further beefed up.

“All the candidates have been given proper security, including secure accommodation. We are taking all the necessary precautions for smooth conduct of the polls,” an official said.

Government holiday has also been declared in all the areas where polling will be held.

Governor reviews arrangements

Governor Satya Pal Malik took a detailed review of the security situation in the state at Raj Bhavan, said an official on Saturday. The meeting included senior civil, police, central armed police, army, and state and central intelligence agencies.

In first phase, 1,283 candidates are in the fray with 1,010 from Jammu, 207 from Kashmir and 66 from Ladakh for 422 wards (247 in Jammu, 149 in Kashmir, 26 in Ladakh), the official said.

The second phase will seal the fate of 1,094 contestants in 218 wards in Jammu region and 166 wards in Kashmir valley, the official said, adding that 61 candidates got elected unopposed in this phase.

In the third phase, a total of 411 candidates are trying their luck -– 242 in 56 wards of Jammu province and 169 in 151 wards of Kashmir valley, the official said. Forty nine candidates got elected unopposed in this phase, the official said.

Similarly, 202 candidates are in the fray for the fourth and final phase under which are 132 wards.

Moderate Hurriyat Conference chairman Mirwaiz Umar Farooq was Sunday placed under house arrest ahead of the first phase of urban local body (ULB) polls in Jammu and Kashmir.

Elections to ULBs in the state will start from Monday and be held in four phases. On October 2, police took Jammu Kashmir Liberation Front (JKLF) chairman Yasin Malik into preventive custody. Hardline Hurriyat Conference chairman Syed Ali Shah Geelani continues to be under house detention.

The Joint Resistance Leadership (JRL) of Indian Occupied Jammu and Kashmir wrote a special letter to the Secretary General of the United Nations for the peaceful settlement of Conflict of Jammu and Kashmir in accordance with the wishes and aspirations of the people of erstwhile state of Jammu and Kashmir that remains on the agenda of the United Nations.

All the three leaders of the JRL also strongly raised their voices regarding the consistent patterns of violations of human rights in the Jammu and Kashmir State in light of the recently issued report.

The JRL further stated in the said letter that, ‘’ “Lack of sustained attention by the international community to this aspect of the disputed conflict and not calling India to account on this score, has only succeeded in emboldening its armed forces, enjoying immunity from law causing untold misery for civilian Kashmiris who are forced to live with arbitrary arrest, imprisonment, torture and killings in their everyday lives. Jammu & Kashmir is not a territorial dispute between India and Pakistan. We would like to assert that it is primarily a question of the rights of the peoples of the State of J&K and that resolution must be sought within the parameters of that definition as well.
