2000 kN Semi-Cryogenic Engine SCE-200 replacing L-110 Core Stage in LVM3 to be ready in 6-8 months

MTCR got gang-raped once again by India and Russia! Where is the moral police the good ol' US of A? :D

Who is transferring the technology here? From the OP, India is only making use of Russian test facilities to test its "own" Semi cryogenic engine, while India's own test facility in Mahendragiri is expected to take time to come on line.

Not just that, the OP clearly mentions that unlike in the 90's, there is no technology transfer envisaged this time.

So how is MTCR even violated?

Russian tie-up to boost ISRO’s semicryogenic launcher plan

ISRO working on semi-cryogenic launch vehicle, its new-generation third rocket programme, to beef up its current portfolio of PSLV and GSLV. The ISRO will be the third space agancy to have semi-cryogenic technology.

The national space programme looks set to ride on a new thaw in the 40-year-old Indo Russian Space ties, as indicated by the just unveiled memorandum of understanding between the Indian Space Research Organisation and Russian Federal Space Agency (ROSCOSMOS).

The MoU covering wide-ranging areas and which was firmed up in June is “just the beginning”. The development of the new, higher-power semi-cryogenic engine could be an immediate beneficiary, according to A.S. Kiran Kumar, Chairman of the Indian Space Research Programme.

Mr. Kiran Kumar told The Hindu, “[The MoU] is the initial process, a lot of discussions must be held before it takes a concrete shape. We would work on future systems of common interest. We have identified several areas and established working groups to go through them. We have to see how it develops.”

The ISRO is working on its new-generation, Rs. 1,800-crore third rocket programme, called the semi-cryogenic launch vehicle, to beef up its current portfolio of the PSLV and the GSLV. It will use space-grade kerosene and liquid oxygen as fuel and is meant to pitch spacecraft totally weighing six to ten tonnes to heights of 36,000 km. This would be double the lifting power of the GSLV and triple that of the PSLV. Only the U.S. and Russia have this technology.

Mr. Kiran Kumar said: “We are looking at using Russian testing facilities for the semi-cryogenic engine. We will be ready with the engine [SCE-200] in six to eight months. Although we will have our own test facility at Mahendragiri, ours will take some time to come up.”

Mutual advantages

About the spin-offs to the Russians, he said today, all space agencies looked at working with each other for many mutual advantages.

ISRO and ROSCOSMOS signed the MoU separately in May and June, Union Minister of State for Space, Atomic Energy & PMO Jitendra Singh said in the Lok Sabha on Wednesday.

Unlike in the 1990s, when the GSLV cryogenic technology transfer pact was stymied by U.S. geopolitics, the two sides do not envisage any transfer of technology in the cooperation.

The MoU includes new areas such as navigation. India is building its regional fleet of navigation satellites; Russia is completing its GLONASS global navigation constellation on the lines of the U.S. GPS. The two expect to augment each other’s reference signals for sharpness through ground receivers.

The other areas to be pursued are the ambitious Indian human space programme; outer space exploration, development of space systems and components; training and scientific exchanges.

The ‘new thaw’ is said to have been triggered in April this year when the two countries celebrated the 40th anniversary of the then Soviet Union putting into space the first Indian experimental satellite, the 358-kg ‘Aryabhata’, in 1975.

Then followed Bhaskara-1, IRS-1A and first Indian astronaut flying in space in the Soviet Soyuz T-11 in 1984.

Win win cooperation for both countries

Oh please - which sort of hypocrite diet is given to your populace? Don't try to spin things you can't spin! It's like we testing our nukes and using test facilities of France to make better nukes............... it's all the same............... no difference whatsoever!

My point exactly........ it's one of the biggest proliferator of every rule that it itself set........ my point here is the self-righteous stance of United States, which has the moral standing of a bitch in heat!

USA also violates of from to time

Oh,please...Stop crying like a jealous troll.

And If testing an engine of Indian origin is a violation of MTCR,then Russians already violated it when they tested a potential UCAV engine of Indian design- Remember flight testing of Kaveri on an IL 76 test-bed ?

Testing others' Rocket is not the same as testing others' Nukes! Unless you can show that testing others' rocket is also expressly documented as a violation under MTCR!

The ISRO chief makes it amply clear that there's is no engine technology transfer unlike in the 90's (which was then blocked by the U.S.) and that's where the discussion regarding MTCR violations should end.

MTCR got gang-raped once again by India and Russia! Where is the moral police the good ol' US of A? :D

Why MTCR? US itself uses the more powerful Russian RD-180 and RD-181 rocket engines on its Atlas and Antares rocket launchers - Russians aim to sell the same to China as well -

AF asks Congress to let it use more Russian-made rocket engines

The last time ISRO aimed for ToT with Glavcosmos (presently Roscosmos) - it ended up in disaster delaying the Indian Cryogenic Engine Program by about a decade.

ISRO has been working on SCE-2000 since 2008 and when it's just 6 to 8 months away from it's production variant, what makes you think of the Russian angle here? The timeline of the development of SCE-2000 has already been mentioned -

PS even the MoU signed is still to be elaborated and use of Russian test facilities still to be finalized.

ELITE Member lol.

Mia, agar itna aasan hai.. to deeper than ocean .. higher than mountain wale dost se ek Cryo engine hi le lete...Scooter ka engine to 60 saal me bana na sake, chale.. Cryo engine ki baat karne.

No one raises question over Indian Techology. Infact our former PM openly acknowledged the efforts in case of Arihant.

You Guys have ruined your nation with A Q Khans.. Why Weep Now ?

Some people have a habit of degrading our achievements

USA also violates of from to time
US has sold its long range cruise missiles to many countries. US UK deal for tomahawk missiles is just an example.

Trade between MTCR members is not subject to the same restrictions to non-members, for example countries within the group can sell blueprints so the importer can produce the technology locally. This is how the tomahawks were done and also several tech transfers US did with South Korea.

It is also to be noted that when India soon becomes a MTCR member, it will have much greater access to the MTCR member missiles and engines if it so desires. MTCR is simply a voluntary compliance agreement, there is no legal binding or enforcement (unlike say NPT and NSG). Thats why China and Israel have remained outside of it but have promised to follow its overall provisions and objectives.
