I wouldn't take the '16 refuelling-aircraft' figure seriously...but the number will likely cross the currently set 4 IL-78.
While the IL-78 can work with JF-17, FC-20 and Mirages, their drogue set-up isn't compatible with the F-16 - which forms a substantial portion of the PAF fleet. On the other hand, I don't think it would be financially wise to invest in a boom-only for the F-16s (KC-135), but rather a boom and hose-drogue type such as the A-310 MRTT. I believe the PAF did ask EADS for A-310 MRTT, but EADS responded with an offer for A-330 MRTT - which PAF will likely consider as too expensive. This might change if USAF adopts the KC-45 variant.
The other option is to equip the F-16s with the hose & drogue compatible refuelling pod and that should work fine with the IL-78s. Finally, H Khan mentioned a couple years ago that PAF may acquire another 2 IL-78s.
