I wouldn't take the '16 refuelling-aircraft' figure seriously...but the number will likely cross the currently set 4 IL-78.
While the IL-78 can work with JF-17, FC-20 and Mirages, their drogue set-up isn't compatible with the F-16 - which forms a substantial portion of the PAF fleet. On the other hand, I don't think it would be financially wise to invest in a boom-only for the F-16s (KC-135), but rather a boom and hose-drogue type such as the A-310 MRTT. I believe the PAF did ask EADS for A-310 MRTT, but EADS responded with an offer for A-330 MRTT - which PAF will likely consider as too expensive. This might change if USAF adopts the KC-45 variant.
The other option is to equip the F-16s with the hose & drogue compatible refuelling pod and that should work fine with the IL-78s. Finally, H Khan mentioned a couple years ago that PAF may acquire another 2 IL-78s.

As per My info PAF is looking for around 600 4th Generation and 4.5 generation Combat jets which means we may need a mix of around 8-10 IL-78 and KC-135 refulers.
PAF is looking up to field a 100 Vipers in Total including 36 Block 52+ with Conformal fuel Tanks and it is totally non nonsensical to have 100 Frontline fighter jets without IFR capability .
PAF has joined few Refuling exercises with USAF over Pakistan and one is scheduled in Red Flag exercise which Indicates that PAF is actively looking for more refulers as our vipers are unable to refule from IL-78.
Expect more tankers !

the approved PAF budget is 20 sqdns x 18 = 360 front-line a/c - this does not include trainers/cargo/helos/aux/awacs/fuelers.
for 600 front line a/c plus all the 2nd tier a/c mentioned above, PAF would have to double the number of air-bases it has currently available.
come on guys - lets be reasonable!!! - i havnt even mentioned the $$$ part yet!!! or the available manpower!!!
