There is a difference, China is building HSR for infrastructure boom to keep high GDP growth while in India it is mainly for passenger traffic. It is highly doubtful that China's HSR is even making business.
All transportation systems are built to serve the people. There is no difference in this regard
We build HSR at current prices within our own tech and manufacturing and of course it counts towards our growth
You will be builiding your HSR at higher prices due to inflation and imported products and materials; and are these not counting towards your economic growth?
