Keep in mind that the purported long secret history of Israel-Pakistan relations may actually be a
barrier to increased trade and improved, open relations.
How can this be? Simply because the secret bureaucracies in both countries naturally act to protect their turf - and maybe even any juicy insider business deals that go with it.
Can't you see it? Pakistan's PM asks the ISI about opening relations with Israel, the ISI asks the Mossad, the Mossad says, "Well, maybe now isn't the best time..." and the ISI reports back that the Israelis aren't so interested.
This shows that "quiet diplomacy" can't always be relied upon to overcome the barriers of entrenched interests.
One way around this barrier has been public displays of goodwill. Two examples:
1) In the 1970s secret efforts to improve relations between Communist China and the U.S. stumbled until the "Ping-Pong diplomacy" episode: a (quite ignorant) U.S. table tennis player in Japan accepted a "casual" invitation from the visiting Chinese team and a low-level U.S. diplomat, knowing nothing more than the Nixon Administration's desire to better relations, immediately accepted. The visit was widely publicized. Once both sides were assured of the goodwill behind the effort - that it wasn't some sort of trap - they each understood that more was to be gained by better relations.
2) Sadat's post-1973 efforts to improve relations between Israel and Egypt stalled because Israeli leaders didn't take Sadat seriously. Finally, Sadat made an open and public vow to visit Israeli leaders in Jerusalem - to walk into the bosom of the enemy! Once Sadat was standing before the Knesset seeking peace and good relations, then Israelis took his desires seriously.
