Well, a few rotten apples as they say, spoils the entire basket. There are rotten apples everywhere, but the main difference in the case of Pakistan is, Zia's Islamisation has had such a high penetration that the reversal of the radicalization process is a challenging task at hand. That does not mean that every PA or a PAF guy is a potential jihadi. It is due to the many good ones in Pakistan that the Army is considered the only stable institution in Pakistan.
