Gilgit baltistan were not part of Kashmir at the time of partition. So these areas are not part of kashmir dispute and will remain with Pakistan.

Will CPEC happen at all?

Given Pakistan's track record, current security scenario and emerging realities in China, CPEC is likely to remain a stunted project, at best. Some money will trickle in, hardly anything will get built, and the Chinese will quietly write off the money spent.

It will be an even bigger success then. Kashmir will not want a confrontation with Pakistan and China and more importantly, a landlocked Kashmir, will not want to be left out of CPEC. For independent Kashmir, loser india will be the only enemy and it would align itself with Pakistan and China for its security, trade and social contacts with Azad Kashmir and Baltistan.

If Indian occupied Kashmir emerge as aindepentent counytry Pakistan com ntrol Kashmir may want to joint them. In shattered logic they will remain with Pakistan if their fellow brother form a country.
