Ok I can;t compare the IN and PN shipbuilding in numbers due to various reasons.
But check the history of Indian Shipbuilding and compare it once with PN.
also lets not get carried away and forget that the Baku aka gorshkov was launched in 1982 and since the kiev class there has been another class of carriers in Ruskistan called the Kuznetsov which where launched in 1991 one of which is in china (Varyag) which is a whole 100 foot longer and 27000 tons hevier!
(im trying to say just as the gorshkov will be updated the perrys have also gone through a update!!
Gorshkov is to fill the gap between the retiring VIRAAT and the upcoming ADS.
Also there is a difference between the PN and IN needs.
The entire PN fleet stands nowhere near the IN surface Fleet.
So may be IN can carried away with a 20 year old carrier coz it's gonna launch brand new MiG-29K's but PN needs something new and more beasty to counter the IN.
Also dont forget IN dosent lacks funds. It has 4+ dedicated Shipyards producing quality ships. IN's shipbuilding have a long term planning which unfortunately PN dosent have.
If PN acquires these old amerrican ships then for how many years PN will able to use it? Instead build/buy new one's by putting some extra little money and make long term plans.
