What can Pakistan can purchase to improve air defense?

Hisar is the name of a large missile family which is being developed to provide protection for layered air coverage from short to long altitude. There are plenty of Hisar missiles that is on its way to pass into serial production. "Siper" is the long altitude missile which is equivalent of PAC-3. "PORSAV" is MANPADS.

Won't it take a long time to develop them compared to Chinese SAMs? Even 10 years is a long time because the gap is huge.

You will see all of them counted above, to be operational in not only Turkey but also in the inventory of some friend states. The gap is not that big. The missiles will pass into inventory within years starting by 2021.

Purchase? Actually invest in education and universities, rather than weapons. If India has started a weapons race, Pakistan should compete with that through funding universities for R&D in all sectors. The economic war waged by India through weaponisation will become insignificant then.

I can not claim which one is better but I can tell you the latest technologies Turkish missiles hosting. Dual pulse rocket motors, the best rocket fuel chemicals, smokeless burning, insensitive warhead, new generation infrared sensor, special lens design to prevent blurry image in high speeds, very unique national link technologies to resist on electronic warfare, GaN AESA radars, thrust vectors...etc Those are the systems European missile manufacturers apply for their latest generation missile programs and Turkey is on the final path to reveal competitive products.

Maybe equal, may even out perform them, because Turkey has been close to Europe, and some tech/knowledge transfer must have happened in the past, upon which Turks are building their industry. So, their designs may even match European tech.

until the local industry can absorb the graduates and researchers, this plan will just create an army of unemployed people. until and unless the local industry moves towards localization and innovation, this plan will not yield any considerable results. Already a lot of good researchers move abroad, or are forced to work in crappy positions.

The focus should instead be on industry-academia collaboration, localization of different equipment by the private sector, and investment in R&D by the private sector. All the govt can do is to incentivize this, and penalize them otherwise.

Any progress on development of long-range air-defence system (Hisar-U) with similar state-of-the-art technologies? Are these systems (Hisar-A, Hisar-O, and Hisar-U) being developed simultaneously or is it gonna be linear development? In that case, when is Hisar-U expected to be operational?

Hisar-A will be operational in 2020 and Hisar-O will be operational in 2021 I read... I dont know about Hisar-U, It will take more time much probably... and ofcourse there might be some delays... I belive this dates are so close...
