This is mostly mental gymnastics by some Indians regarding the hijab and mandatory Islamic ruling
I think it is important to distinguish between:
-Individual choice (personal conscious decision)
AND
-Religious choice (according to religious ruling)
Everyone has free will, there is no magical force which makes sure you follow every rule, it's something you have to actively do
Just like when you are playing a board game, there are mandatory rules you must follow, but your body does not magically force you to abide
So while the hijab is mandatory, it does not mean every woman will wear it, some will simply not follow the rule. But, this does not mean it is no longer mandatory.
