PVN government had already submitted to Supreme court back in the 1990s that if it was proved that there existed a temple, then Government would construct the temple. The ASI has already concluded that there was a temple. Modi could just use that and proceed with constructing the temple. What is he waiting for?

Well regardless of whether it happens and when it happens, don't you see the difference that GoP announces to give citizenship to all illegal immigrants and refugees while in India BJP raises this slogan to deport even citizens so as to get votes from hindutva followers.
