Pakistan, China want conflict-free region: Gilani

(December 18, 2010) - Prime Minister Syed Yousuf Raza Gilani Saturday hosted a luncheon in honour of his Chinese counterpart Wen Jiabao and members of his delegation. The Chinese premier aimed at further strengthening bilateral ties and expanding cooperation in all areas. The luncheon was attended by politicians from various political parties, Chairman Senate Farooq H. Naek, Speaker National Assembly Fehmida Mirza, Governors and Chief Ministers of the four provinces, members of the federal cabinet, services chiefs, diplomats and senior civil and military officials. Prime Minister Gilani extended a warm welcome to the Chinese premier. He said the ties between the two countries were “rock solid” and the two would jointly celebrate 2011 as the year of Pak-China friendship, marking the 60th anniversary of bilateral relations. Gilani acknowledged with gratitude China’s assistance to Pakistan in the 2005 earthquake, the Attabad lake and the recent floods. Gilani said the two countries share the ideals of a safe, secure and prosperous neighbourhood and a region free from strife and conflict. “We want this vision to be translated into reality,” he added. Chinese Prime Minister Wen Jiabao said both countries were good neighbours and had marched ahead through thick and thin together. He said the relationship had gone beyond bilateral ties and had moved into the strategic sphere. Jiabao recalled the devastation caused by the floods and said the Chinese people were deeply concerned by the disaster. He assured Pakistan of China’s support in the country’s agriculture, infrastructure and energy sectors on a sustainable and durable basis. Jiabao said he was delighted to return to Pakistan after five years and appreciated the hospitality.

Pakistan, China ink series of agreements in private sector

ISLAMABAD, Dec 18 (APP): Pakistan and China Saturday inked another 22 agreements between the business sectors of the two countries, aimed at expanding economic ties and raising the total volume of expected trade to around US 25 billion dollars through 37 agreements. Premier Wen Jiabao and Prime Minister Syed Yusuf Raza Gilani witnessed the signing of 17 agreements and 5 Memorandums of Understanding during the Business Forum convened specifically to help the two countries achieve the target of US 18 billion dollars by 2015. The agreements pertain to cooperation in space and upper atmosphere research, chambers of federations, agro chemicals, food, seafood, agriculture, seed research and import export of machinery.

The business summit was attended by over 250 Chinese businessmen and 150 Pakistani counterparts. Minister for Finance Dr Abdul Hafeez Sheikh earlier wooed the Chinese investors to benefit from the liberal investment policies of the government and invited them to set up industrial units in the Special Economic Zones allocated for them.

The two sides on Friday inked 13 agreements to boost cooperation in agriculture, energy, security, science and technolog and banking sector.​

I wonder if the Pakistan government will create the conditions to enable Pakistani business to take advantage of the market China offers - if one goes by past performance, one is left unimpressed, but lets see. We should be mindful that no one else can do for Pakistan what it is unwilling to do for herself and her peoples.

Pakistan, China pledge to stay through thick and thin

ISLAMABAD Dec 20 (APP): Chinese Premier Wen Jiabao’s visit was to renew the pledge that Pakistan and China would stand together through thick and thin, and build a common destiny. Pakistan and China set a new pace of fostering their mutually beneficial six decades long relations by taking concrete steps to put their economic and trade cooperation on a new footing to bring prosperity to the region.

During the three-day visit of the Chinese Premier the two governments signed agreements and memorandums of understanding to expand their cooperation in multifaceted fields.
The two sides held in-depth discussions on every facet of their growing ties during the meetings with President Asif Ali Zardari, Prime Minister Syed Yusuf Raza Gilani, Senate Chairman Farooq H Naek, National Assembly Speaker Dr. Fehmida Mirza, chiefs of armed services and leaders of political parties.
Pakistan and China on Friday inked 13 agreements and memoranda of understanding (MOUs) on cooperation in economy, energy, banking, security and technology.
On Saturday, Pakistan and China inked another 22 agreements between the business sectors of the two countries, aimed at expanding economic ties. These 35 agreements will bring in around US 25 billion dollars Chinese investment to Pakistan .
The business sector agreements were signed at a Pak-China Business Forum, which was attended by about 250 Chinese business leaders and prominent Pakistani entrepreneurs.
The Business Forum was convened specifically to help the two countries achieve the target of 18 billion dollars trade by 2015.
The MOUs were signed for establishment of cultural centres, for launching of joint Urdu programmes by Radio China and Radio Pakistan and for cooperation between securities regulatory commissions of the two countries.
An agreement to provide licence to establish Industrial and Commercial Bank of China (ICBC) by the State Bank of Pakistan (SBP) was signed by SBP Governor Shahid Hafeez Kardar and ICBC President Yang Kaisheng.
China also announced $10 million grant for citizens compensation programme for flood victims and $400 million concession loan to help meet their needs.
Both the countries agreed to further intensify cooperation in infrastructure development, energy and agriculture on a priority basis.
The Chinese side will provide assistance for upgrading the Karakorum Highway , resolve the problem of earthquake lakes, and encourage Chinese financial institutions to explore feasible financing schemes with the Pakistani side. The energy cooperation mechanism will be established to push forward bilateral cooperation in conventional energy, renewable energy and civil nuclear energy.
The two sides agreed to start the construction of China-Pakistan Agriculture Demonstration Zones as soon as possible. The two sides agreed to enhance mutually beneficial cooperation in the financial sector. They also agreed to establish currency swap arrangements.
Another highlight of the visit was that China became the magnet for the Pakistani leadership across the political spectrum to sit together in the presidency with Chinese Premier Wen Jiabao and give a sense of political harmony in the country.
The gathering was a reflection of the government’s persistent policy of furthering the spirit of political reconciliation.
The visit was also about deepening the sense of friendship which is always described in none other than superlatives. There are no two other countries which describe their relationship as sweeter than honey, higher than Himalayas and deeper than Arabian sea.
Pakistani leadership was proud that it has a friend which emerged as an economic powerhouse next to the United States and it achieved its new found status in only three decades during which the Chinese leadership showed vision and unleashed the market forces while keeping social and economic stability.
The soulful expressions of friendship were seen throughout the visit. And its best example was when Premier Wen addressed our parliament. He was passionate and showed what Pakistan meant to him as he waved and put his hands together in signs of friendship and told parliamentarians that as neighbours Pakistan and China are bound to stay together as they have to journey together and share prosperity.
The two Premiers inaugurated a Pak-China Friendship Centre in the capital which will be a forum to bring rich, diverse and ancient Chinese art and culture to Pakistanis.
Prime Minister Syed Yusuf Raza Gilani himself greeted and saw off the Chinese Premier in formal ceremonies at Chaklala air base.
The visit created enormous goodwill for Pakistan and like in every relationship, whether between individuals or between countries, in the end it seemed, it was not all about commercial linkages and who earned what from the other, but it was about the enduring sense of peace and friendship which lies at the heart of all human endeavours

China-Pakistan relations move beyond bilateral dimension
BEIJING: Pakistan’s Ambassador to China Masood Khan has said the just concluded 3-day official visit of Chinese Premier Wen Jiabao to Pakistan has further reinforced strategic cooperative partnership.

Premier Wen Jiabao’s announcement for an additional $ 400 million in form of concessional credits would help Pakistan to lessen its financial burden.

Ambassador Khan said these relations have now required broader regional and international ramifications.

He informed it was an important occasion in the history of the two countries when Premier Wen addressed the joint session of the Pakistani parliament.

He said Premier Wen along with Pakistani Prime Minister Syed Yusuf Raza Gilani on Saturday inaugurated the Pakistan, China Culture Centre, which would help bring the people of the two countries closer and to know in better way the rich culture the both countries enjoy.

He said the strategic partnership, economic cooperation, culture and people to people ties have moved Pakistan, China friendship to higher platform.

Premier Wen in the United Nations also announced $ 200 million for the upgradation of infrastructure damaged due to massive floods. app

CM hopes China would bolster mine exploration in Balochistan
QUETTA: Chief Minister Balochistan Nawab Muhammad Aslam Raisani said on Sunday that China can play a remarkable role in mine and mineral-related exploration work in Balochistan, hoping Pakistan’s great friend will continue its collaboration in this regard.

Raisani termed the $30-billion accords, inked between Pakistan and China in diverse fields, including trade, energy, technology, banking, water sector and others, a great step to strengthen the evergreen ties between the two neighbouring friendly states.

He lauded Chinese cooperation in construction of the Gwadar Port and hoped for its expansion by China. He said Chinese Premier Wen Jiabao’s visit to Pakistan will deepen bilateral relations between Pakistan and China as more practical steps had been taken in this regard. He expressed happiness over the fact that China will execute alternative energy projects to meet the energy requirements for Pakistan besides transferring relevant technology.

He said trade accords between China and Pakistan will boost economies of the two countries. He added agreements signed during the recent visit of the Chinese prime minister would benefit Balochistan province as dams and alternative energy projects would be executed there.

He appreciated the provision of adequate grant by the Chinese government for flood-stricken people of Pakistan. He also lauded theForeign Office for its role in achievements in recent visit of the Chinese premier.

The chief minister noted that under the leadership of President Asif Ali Zardari and Prime Minister Yousuf Raza Gilani, the country would get the status of a developed state in the international community.

China is also trying their best to improvise their economic gain through occupying other gold and mineral resources, regarding this Baloch land has a Geographical Importance because of its highly gold reserves in Rekodik and Saindik project. But Baloch nation has proved itself that there is no imperial force including china in this world that can occupy the Baloch land without the consent of the Baloch nation and will not accept any deals done with the neo colonial forces, the deal of Pakistan with china will be seen has occupying Balochistan.

He further stated that when the Chinese Prime Minister landed in Islamabad, in the same time two brave Baloch son gave their life for the sake of their motherland, Yousuf Baloch and Raziq Baloch laid their lives just to prove the world and all those imperial forces that Baloch nation will never accept neo colonization and will never subjugate to imperial forces and they are well aware of their situation and have made a choice to liberation Baloch Land as a Sovereign state. That is why it is better for them to change their ideas that without accepting the Sovereignty of Baloch nation they can never do good for themselves if they keep on neglecting Baloch nation.

China to transfer solar power technology

ISLAMABAD: A project to generate 2,300MW of electricity through wind turbines and solar panels has turned out to be the most important agreement reached with China during the recent visit of Premier Wen Jiabao, says Board of Investment (BoI) chairman Saleem H. Mandviwala.

Briefing the media on the outcome of the Pakistan-China Business Cooperation Summit, he said the project would involve an investment of $6.5 billion and wind power projects of 1,000MW each would be set up in Punjab and Sindh. A 200MW solar power project would be set up in Punjab and another of 100MW in Sindh.

Mr Mandviwala said the agreement signed between the China International Water and Electric Corporation and the Alternate Energy Development Board would also involve transfer of technology and China would assist Pakistan in manufacturing solar panels and turbines.

He said the summit had worked out 22 memorandums of understanding (MoUs) in different sectors, including wind power generation, solar energy, mining, trade, textile, engineering goods, automobile, electronics and chemicals, but 18 MoUs were signed and the remaining four would be taken up in the near future when the BoI would hold another ‘business-to-business’ meeting with Chinese investors to formalise the agreements.

He said the 18 MoUs negotiated through the forum of BoI involved $15 billion, including investment, equity sharing and borrowing. The two sides would jointly look into feasibility of the projects, decide locations in consultation with the provinces and arrange financing, he said.

The BOI chairman described the $3.55 billion MoU on National Transmission Distribution Company as yet another landmark in the energy sector, saying that power generation required new transmission and distribution lines which would be financed by the China Development Bank.

He said a project for harbour dredging could not be finalised because it needed further deliberations, but expressed the hope that it would be signed soon.

Under various agreements, Chinese private sector companies will buy cotton yarn, seafood, frozen fish, guar, marble stone, rapeseed, chrome ore, manganese ore, and different types of leather from Pakistani private sector.

A list of 13 inter-governmental projects for which MoUs have been signed includes reciprocal establishment of cultural centres; strengthening technical cooperation and Pak-China road transport activities between the Chinese ministry of transport and Pakistan’s ministry of communication; grant of $200 million for flood reconstruction projects; grant of $200 million for agricultural projects; concessionary loan to Pakistan for non-intrusive vehicle X-ray inspection system projects; launching of Urdu programme of China Radio International in Radio Pakistan; cooperation between the Securities and Exchange Commission of Pakistan and the Securities Regulatory Commission of China; Safe City Islamabad project; and establishment of National Electronics Complex of Pakistan.

About an agreement on Bilateral Investment Treaty with the United States, Mr Mandviwala said that talks were progressing since the US had made changes in the templates which were delaying signing of the treaty.

China to build 2 more units at CHASNUPP

ISLAMABAD: Board of Investment (BoI) Chairman Saleem Mandviwala on Monday said China was committed to construct the Chashma Nuclear Power Plant (CHASNUPP) Unit no 3 and Unit no 4.

Addressing a press conference, Mandviwala said memoranda of understanding (MoU) worth $10 billion had been signed with China to enhance power generation in the country. He said the BoI processed 18 MoUs of $15 billion investment, while 13 MoUs were signed at the Prime Minister’s House.

China has helped Pakistan to construct CHASNUPP-1, which started its commercial operations from September 2000. The construction of CHASNUPP-2 also started with the help of China in 2005 and is expected to start power generation from 2011. Pakistan wants Chinese help to add two more units to produce cheap nuclear electricity, he said.

The BoI chief said a $6.5 billion MoU was signed between the China Three Gorges Corporation and the Alternate Energy Development Board to undertake development of 3,000MW of wind and solar power projects on build operate and own (BOO) or build, operate, own and transfer (BOOT) basis.

He said a framework agreement of $3.5 billion was signed between the China Development Bank and National Transmission and Dispatch Company to improve the national transmission network. However, he said many important MoUs could not be signed due to time constraints and these would be taken up in bilateral fora. He especially mentioned a dredging agreement between the China Harbour and Sindh government, which was held on the last minute due to some formal approves from the Chinese government.

The agreements signed by the private sector would be executed immediately, while the government-to-government deals would take a little longer for implementation, he added.

China PM vows to boost ties with Pakistan

ISLAMABAD: Chinese Premier Wen Jiabao vowed Sunday to boost strategic cooperation with Pakistan as he wrapped up a three-day visit to Islamabad that concluded deals worth around 35 billion dollars.

“It is our collective objective to strengthen strategic ties between our two countries,” he told a joint session of Pakistan’s parliament before leaving to return to China Sunday afternoon.

Boosting trade and investment with Pakistan was the focus of the first visit by a Chinese premier in five years to the country.

Business leaders and cabinet ministers formalised around 35 billion dollars’ worth of trade deals during the visit, signing a raft of agreements designed to prop up Pakistan’s ailing economy and ease its crippling energy crisis.

Wen, who arrived in Pakistan straight from a visit to arch-rival India, Sunday predicted “sustained growth of our economic and trade ties” as the 60th anniversary of diplomatic relations between Beijing and Islamabad approached.

He welcomed Pakistani efforts to increase exports to China and said the two countries would explore the possibility of a currency swap agreement.

“The future of economic cooperation between the two countries is very bright,” Wen said. “China is Pakistan’s all-weather strategic partner.”

Pakistan regards China as its closest ally and the deals as incredibly important to a moribund economy, which was dealt a massive blow by catastrophic flooding this year and suffers from sluggish Western investment.

Wen pledged Sunday that “China will remain steadfast in its support to Pakistan and will expect the same from the international community.”

“The people of Pakistan will surely overcome (their) difficulties,” he added.

Though not specifically mentioned, behind-the-scenes talks had been expected on China building a one-gigawatt nuclear power plant as part of Pakistani plans to produce 8,000 megawatts of electricity by 2025 to make up its energy shortfall.

“Pakistan has rendered invaluable sacrifices in the war against terror,” Wen said, urging the international community to respect Islamabad’s efforts.

“We should not link terrorism to any specific religion or nation, and avoid pursuing double standards while dealing with the issue. We should rather focus on the root causes of terrorism and ways to eliminate them,” he added.

Wen inaugurated a 35-million-dollar cultural centre built as a monument to Pakistani-Chinese friendship and held talks with opposition leader Nawaz Sharif and senior figures in the military, which depends on China for hardware.

But local analysts recognise that China’s support comes at a price – a price that could increase as Beijing edges closer to superpower status.

“China will expect Pakistan to be more forthright in counter-terrorism,” said political analyst Hasan Askari.

“It has worries about militancy in western China”, where it wants to develop Kashgar city into a major industrial and economic centre, he added.

Pakistan signs up for China's cash

KARACHI - Chinese Premier Wen Jiabao left Islamabad on Sunday after a three-day official visit that included a commitment to invest about US$20 billion in Pakistan within the next three years and further agreement on private-sector trade deals worth about $15 billion.

Wen, who arrived in Islamabad on December 17 on his first visit there in five years, vowed to boost trade, investment and strategic cooperation with Pakistan. The signed agreements are of considerable importance to Pakistan, whose economy was dealt a big blow by catastrophic flooding this year and which suffers from sluggish foreign investment. China donated $229 million to help the country recover from the floods as well as granting Pakistan a soft loan of $400 million.

The scale of agreements, aimed at increasing bilateral trade to $18 billion by 2015 from about $7 billion last year, were larger than the $16 billion worth of deals China signed earlier in the week during Wen's visit with India, although trade between those two countries is targeted to double to $100 billion a year by 2015.

Agreements with Pakistan include improving the Karakoram highway, which links with China's Xinjiang province, development of oil, gas and mineral resources in Pakistan and help in building up the South Asian country's strength in the space industry, oceanology, and the electronics and heavy industries.

"The future of economic cooperation between the two countries is very bright," Agence France-Presse reported Wen as saying. "China is Pakistan's all-weather strategic partner."

While funds will flow from China to Pakistan, Beijing in return further strengthens access to a close, cheap source of natural resources to fuel China's growing economy and to the seas and trade routes of the Persian Gulf and Arabian Sea region.

As a sign of the importance of the relationship, Wen inaugurated a $35 million cultural center on the outskirts of Islamabad built as a monument to Pakistani-Chinese friendship. The countries have had diplomatic relations for nearly 60 years, and 2011 has been declared the "Year of China-Pakistan Friendship".

Almost 260 Chinese delegates and 150 representatives of Pakistan from different investment sectors participated in a Pakistan-China business cooperation summit, which concluded on Saturday. The two countries agreed to conduct currency swaps, which will help to promote bilateral trade, while the Industrial and Commercial Bank of China (ICBC), the world's second-largest bank, is to open branches in Islamabad and the southern port city of Karachi, Pakistan's financial hub. Analysts said that the presence of the bank in Pakistan would also help to enhance investment and trade dealings between the countries.

Agreements and memorandums of understanding relating to investment worth $10 billion are to be implemented under the public-private partnership basis while $5 billion of investment is to be undertaken under the private sector to private sector investment initiatives, according to the Associated Press of Pakistan.

In his address to the summit, Pakistani Prime Minister Yousaf Raza Gilani expressed hope that trade between the two countries would rise to between $15 billion and $18 billion over the next five years. Wen said China was aware of Pakistan's desire for cooperation to bridge the pressing supply-demand gap in its energy sector and would continue to cooperate in the peaceful use of nuclear energy with Pakistan.

Islamabad also wants to increase Pakistan's share of outgoing trade with China, which has global imports worth over $1 trillion, which Wen recognized by saying his country was aware of Pakistan's reservations about its low exports, a cause of a heavy trade imbalance. China has a $3.26 billion trade surplus with Pakistan.

China is Pakistan's second-largest source of imports and seventh-largest export market. The country has failed to improve its exports to its fast-growing northern neighbor, while, despite its weak economic performance, Pakistan has become an attractive export destination for China.

Pakistan plans to participate in 15 exhibitions in China and send eight trade delegations in a bid to improve its exports. The Trade Development Authority of Pakistan (TDAP) on Saturday launched a web portal to link businessmen and traders of Pakistan and China by providing information on various trade issues.

"Pakistan is focused on increasing exports to China, reducing the trade imbalance which is heavily in favor of Beijing," The Express Tribune reported Tariq Puri, chief executive of TDAP, as saying.

China-Pakistan relations have made considerable headway in recent years, and the leaders from both sides have kept frequent contacts and conducted effective cooperation in areas of trade and investment.

Local analysts believe Wen's visit is likely to open strategic transport links and trade doors between the countries and increase China's stakes in Pakistan, where China's investment has expanded from resources and home appliances to communications and finance.

Some analysts, however, contend that China's support to Pakistan will come at a price that could increase as Beijing moves closer to superpower status. China will expect Pakistan to be more forthright in counter-terrorism as Beijing has its own worries about militancy in western China, where it wants to develop Kashgar city into a major industrial and economic center.

"Pakistan can help China because of its geographical position, but it has to first control terrorism," Agence France-Presse reported local analyst Hasan Askari as saying. "China expects Pakistan to be a reliable partner in the region."

The countries in 2006 signed a free-trade agreement that came into effect on July 1, 2007. During the past two years, the volume of bilateral trade has increased about 30% annually, but it has largely been in favor of China.

‘New Sino-Pak pacts to bring prosperity’
KARACHI: Adviser to Sindh Chief Minister on Information Sharmila Farooqi has said that the signing of 35 agreements and Memorandums of Understanding (MoUs) entailing investment of about $36 billion is a great milestone between Pakistan and China.

In a statement on Monday, she also congratulated President Asif Ali Zardari, Prime Minister Syed Yousaf Raza Gilani and Chinese Prime Minister Wen Jiabao on this great success.

She said that the visit of Chinese prime minister to Pakistan was a big achievement of the present democratic government because his visit had opened the new vistas of relationship between the two countries.

She said that the signing of 35 agreements and MoUs would bring prosperity and produce the opportunities of employment and trade besides leaving positive impact on Pakistan economic.

Meanwhile, speaking at a ceremony of distributing food items and clothes among 130 orphans and widows at Salvation Army Church, Saddar here on Monday, Farooqi said that serving the people was a great work and if all sections of the society worked together, then troubles of the society could be ended.

She said that the role of Christian community in Pakistani society was very important and the educational and welfare institutions of Christian community were functioning very well and all these works were respected in the society.

She said the present democratic government was paying utmost attention towards the solution to the problems and in recent floods Sindh government, NGOs, philanthropists and welfare organisations had participated in rehabilitation of flood-affected people in better way. staff report
