what license? You don't have any semiconductor design companies or foundries. You don't have the capability to license.

Chinese semiconductor foundries all fabricate at 14 nm, ahead of EU and Japan. Chinese design companies design for 7 nm. I ask you again where are you licensing anything?

They have to first be able to design something from 2005 before they can design something from 2019.

They can't get 5G IP from non-Chinese vendors because China has 1/3 of the core 5G patents. Just by having 5G you need to use Chinese IP, and Chinese vendors can simply refuse to license to Vietnam. Now what?Even if you wanted to steal Chinese IP, you can't fabricate it, and no one will allow you to use their fabs to fabricate stolen IP otherwise they'd lose a bigger Chinese customer. So you can't design it, can't fabricate it, can't steal it, can't do anything.

Only CME Vietnam and Viettel are actually Vietnamese, the rest are multinationals.

CME Vietnam is a testing lab, not a fab or designer. Among testing labs, it is a very poor one because it doesn't have the ability to either do failure analysis or test for the highest value added wafers.

Viettel is just a mobile network operator. They're a buyer, not a manufacturer.

No one needs to design a new 5G modem, they can license the IP from non-Chinese vendors and build a SoC around it.

As far as patents go, they are shared in a consortium. If China has 1/3rd, the remaining 2/3rd are held by others. In any consortium they are cross licensed to all participants. So, if a Vietnamese company license IP from say samsung or ericson, they don't have any risk to being blocked by Chinese companies.

SoC design with IPs is not exactly as money intensive. It can even be outsourced to design houses around the world. But I guess vietnam can do it inhouse too. Once design is frozen, fabrication has too many options all over the world.
