Vietnam vice minister apologizes to Japan for “$2 Billion loan” gaffe

I think that will be a bit difficult since the people in charge of anti corruption are themselves corrupted and they were appointed to those positions by their bosses, which of course are also corrupted.

This is a case of "Who's watching the watchers"

It is very wired coating .

This color may be very nice when the coating is new . But it is really ugly when it is old .

In my own personal opinion, when Prime Minister Abe had commended to the Vietnamese delegation about our support for this project -- this was a speculative agreement. As in any corporate agreement , do note that Abe is corporate-oriented, it require multilayered agreements to iron out any disagreements as well as to identify areas of development needs.

When the Vietnamese minister voiced that Japan would produce $2 billion in support , note that I don't disagree that Japan could do this as we have done in the past, this was considered an insult by us -- this insinuation. This is a sign of absolute disrespect especially to voice this out in public media.

Given our large economic presence in Vietnam, we do want Vietnam to grow, we want to help develop Vietnam because it is a partner, but the Vietnamese Government officials should be considerate of the Japanese point of view. Given the amount of considerate we try to be transparent with them and do communicate with them.
you are too sensitive. I think it is just a minor issue, you should get over that faux pas.

I think the corruption or mishandling the position in charge to get own interest is existed every where in the world, in Japan too. It is reported by NHK world TV news, is that two ministers (woman) in cabinet of Mr. Abe is resigned for a similar reason.

problem is that he disclosed what is in process of negotiation, no official document is signed.

Let me tell u the Truth that there r many dirty trick to our poor people on ODA project. For example the Can Tho bridge funded by ODA collapse, many poor workers died . Every VNese know there is corruption in the project, but no VN official r in jailed coz Japan took all fault to them.

My relative is one of the managers in the project, and we all knew the Truth lead to the collapse of the bridge, we just didnt speak out.

The accident was considered the most serious disaster in Vietnam's history.

I really admire the way Vietnamese members here comments/admitting the problems Vietnam is facing today. I consider this a very good step, since its by admiting your mistakes/shortfalls that you can progress and most of all it allows us to have a proper/constructive conversation on here. I dont Chinese mebers here doing this at all(even though they are as corrupt as Vietnam itself), yet they hardly like admitting that/talking about it.

So all my respect to Vietnamese members on here for letting us know the challenges/problems your country faces and what draws it back. Hopefully we will have much such conversations on here, where members can also criticize what they think is wrong in their country/what policies their government take which they(and the people are not happy with), instead of always acting like a paid troll and sticking to one position i.e always saying all the good things about your country, while totally ignoring the bad aspects and insulting anyone who points out that bad apects. Thats why when i think our governments policies/actions abroad are wrong, then i say it, that doesnt means i dont love my country , Nope far from it. We should all learn to avoid being to over nationalistic to the point of being blind/irrational, since this wont change reality. Thats why some people here find it hard to understand my points on here(like one palestinian member once said that im strange because i bash every side/country.lool), its not like i bash every country(including mine.lol). Some even are confused and keep saying im from soo many different countries(since they cant seem to understand why i dont stick to one point of view/side.lool). I just like saying things the way they are, make points/my point of view and make observations. This doesnt means im stateless or whatever lol, Afterall we are in a discussion forum, so i expect to see criticisms/counter criticisms about my country and others while being polite/respectful at the same time(we can all agree to disagree without personal attacks). Since i belive we are all here to exchange points of views/learn from each other. Not to say how an angel our country is.;)

So kudos again to vietnamese members on here.:tup:

Exactly, that disaster happened back in 2005-2006. I do hope that the pledge of the Vietnamese Government to Japanese Government regarding the transparency initiative we had agreed to last year will be implemented. The level of corruption in Vietnam is something that needs to be addressed.

lool true that bro. but then again, Japan is just doing business, and of course they will carry on making loans to Vietnams corrupt officials irregardless of they being corrupt or not. what matters is the return on investment/interests the Japanese government/contractors will get/reap from Vietnam at the end. No government/company/businessman looks fater the interests/well being of a foreign country. They are all after their own interests/make more bucks/business. Corruption comes way behind and always goes hand in hand with such projects. So Japan will continue dealing with it just like it has been doing for the past decades. Nothing wrong in that, as each country is only after their interests first and foremost,all other things are secondary. So Vietnamese people should take matters in their own hands, and change their governemnt themselves,no country will ever do that for them. Chnage must always come from within not from a foreign country(if its indeed a real change.). o hopefully Vietnamese citizens will be able to pressure and change their government policies/laws/system with a better one. Its all up to them, not Japan, U.S, China.

Come on, there are no free lunch in the life. Vietnam must pay ODA loan because this is a long-term loan offered by Japan to friendly developing countries at a reasonable interest rate. And, Japan contractors will be choosen when constructing a project. But, I still admire the help from Japan to upgrade the infrastructure in Vietnam, hope to Vietnamese firm could improve their knowledge when doing with these stricly-standard Japanese companies
