I wonder how much longer do you want to keep your anger and hatred on vietnam, just because north vietnam chose USSR instead of China during the war time. Time to move on.should vietnam still be China‘s little brother as it was 50 years ago, very probably vietnam will be given a high speed rail line for free. i was shocked when i read the amount of money and materials china gave to vietnam back then,considering how poor and backward china was at the time.
the current rail system goes back to the french colonical period: poor and backward.I traveled from Hanoi to Natrang to Nha Trang in 2012. My original plan was taking this reunification express(correct name?) directly to Saigon. The train conductor could speak a little English and we discussed a lot about Vietnam's railway system. But at last I couldn't stand the train's incommodity and shakiness and I took off in Nha Trang.
The ticket price for hard bed in 2012 from Hanoi to Saigon was around 350RMB( i remembered it was around 50-60 US dollar) for nearly 1700km in 35 hours. I was a little surprised at that time in Ga Hanoi cause I thought it would be much cheaper than China. (the same distance in China in 2015 needs 350 RMB for slow overnight train about 18-22 hours ). The same surprise came when i ordered beef pho which has a similar price as ours in 2012.
Do you have any plan to cut down prices of these slow trains and some sort of acceleration plan or upgrading the original line to standard gauge?

we need money more than luck. the japanese demanded some $60b with the last proposal, which was rejected by the vietnamese assembly. japan mistakenly thought vietnam was a rich country

But i just read news China will export CRH to U.S California.I highly doubt China due to antisemitism and its poor quality. I hope the country chooses Europe or Japan shinkansen for its safety and reliablity.

actually the vietnamese government had agreed to the japanese proposal. it was just the parliament, that found too expensive and rejected it. in vietnam, any big billion USD worth project needs parliament´s approval.
If Japan decides to finance it completely, then, it might be too good of an offer to let pass.
