You should know that Vietnam resents/love/hate China just like Bengladeshi resent/love/hate India. So let them be with their issues. Its something we outsider can just make observation about and analyse, not judge.

Nice one, at least Vietnam has a an increasingly decent potent navy which can favourably compare with its SEA peers.Kudos to Vietnam , its trying.
However, dont think it will be wise to engage the Chinese in any war for now, you will lose all of them to be honest. Vietnam should play the wise game, and maintain the current status quo and not make too much noise, since it holds most of the islands in spratlys islands.

With defense budget less than 1% of China's, any missile exchange with China is a suicide mission for Vietnam. not in the same league. India and Pakistan are in the same league in terms of missile technology.

And somebody even day dream about getting TOmahawk missiles? IS there a 300km range tomahawk missile for export? What can 300km missile do?
