I would not be surprised if EU governments have suspicions on their own.
If the US wants sanctions, there will at least be a cost benefit calculation.
I do not see why there is a lot to lose.

Such sanctions could be on shipping.
Shipping companies would be forbidden to ship to/from Pakistan.
If a Pakistani harbour would be used by a foreign company, shipping between
Pakistan and let’s say South America and Africa, then that company would not be allowed to ship to any EU port.
