New Delhi: In a very significant strategic as well as diplomatic development, China on Monday upgraded its Ambassador to India Zhang Yan to the rank of vice-minister in the Chinese government.

Clearly, China upgrading its mission in India to the level it maintains in P5 countries on a day when US President Barack Obama is on a high-profile visit to New Delhi appears to be more than a mere coincidence.

The P5 or the powerful 5 is the exclusive club of world’s most powerful countries – USA, United Kingdom, China, France and Russia - who are also permanent members of United Nations Security Council.

As vice-minister the Ambassador will be reporting to the Chinese government on India’s reaction to all major issues, including currency movement.

The upgrade, confirmed by a spokesman of the Chinese embassy, suggests that India has moved up in China’s global pecking order and also points to the keenness of the Dragon to deepen its engagement with its neighbour - at a time when the region’s geo-politics is undergoing rapid changes.

He did say that he will support india for the UNSC permanent member ship and for those who asks for VETO it is with veto else it is not permanent member ship............. when it expands may be in 2013 or 2020 when ever it is but no sooner than 2013 because india has non permanent member ship in security council but ..... when he spoke he did speak about IRAN and MYANMAR so the America will watch us how we play the cards and how we use our position as the non permanent member and contribute actively in the world forum........... so it is decided only after that which should be after 2013.......... is my guess.

Regarding China i can really understand why india is playing a submissive role and does not want to confront china and increase the rivalry between the two country................ Its UNSC permanent member ship since china can VETO any such move if it has any rivalry between them so India don't want to take any chance till then............ Once the UNSC member ship is done we can see more assertive india in regards to china...............

this move by the US is a master class the current business may be $10billion but in the future may be 10 years down the lane it will become a major trading partner with the US and who knows if our Govt plays all the cards well and get over the red tape we can take a big bite in the chinies manufacturing and export pie which is their back bone of their economy well may be not rite away may be 10 to 15 years down the lane.......... more over it all depends on how we take this initiative forward........ If india can do that it can definitely slow the chinies growth and can free the US from the dependency on China for their manufacturing goods and more over the US will be more comfortable with india than with china.........

This is only one part of a long and arduous diplomatic process. It isn't as if Obama says it, and it gets done. Everyone knows that this is just one step in the process.

And as far as China holding the 'whip' is concerned, let us see if China will dare 'crack the whip' when it comes to the crunch. It all remains to be seen.

Edit: And most importantly, I hope you realize that in the UN, if France, UK, Russia AND the USA push for something it generally gets done. If India lobbies well diplomatically for reforms in the security council and gets all these countries to back the proposal, we might be seeing reforms much faster than you would think!

The bickering will come from countries such as SA, Nigeria, who will demand a place for Africa, Brazil and Argentina will claim that South America needs representation, in Europe the Germans will claim that they should have a place.

In Asia Japan and South Korea, will claim they deserve a place, while Saudi Arabia, Pakistan and Turkey will want the Islamic World represented in the Security Council. So because these things are decided on consensus and currently in the world there is none, there is little or no chance in the foreseeable future of large scale change in the UN.

Other than the five existing permanent members, the consensus of other countries doesn't matter much. Of course China can cater to any of these groups concerns.
