Waz, the USCRIF and the State dept’s office of international religious freedom (IRF) are two completely different entities. Though both were created under the international religious freedom act of 1998.

The USCRIF is the one with commissioners who can recommend countries to be added to the list. This is biased towards Christianity. However, they can only recommend, they do not have any power over policy.

In this case it is the IRF report - this is limited to countries that are believed to be in violation by the executive branch.

This is one of the way how US build their narrative against a particular country when they decide to take it on. They collect atrocity literature about persecutions of minorities and of Christians in particular over decades through NGOs and Human rights activists.

Pakistan should also create such lists and put other countries on them. Here are some suggested lists:

• Countries that engage in state terrorism
• Countries that consistently act outside the ambit of the UN general consensus and perpetuate the existence of the undemocratic security council
• Countries that promote, assist and prop up authoritarian rulers in foreign countries
• Countries that sell weapons that may not be classified as weapons of mass destruction, but end up being WMDs due to the volumes sold and the irresponsible regimes and groups they are sold to
• Countries who maintain large nuclear stockpiles, and who have been irresponsible enough to use them in battle and/or have caused immeasurable damage to the environment due to tests
• Countries that allow their corporations to engage in monopolistic, predatory and corrupt behaviour domestically or internationally
• Countries with systemic racism implemented through the judiciary, law enforcement and election processes

I am sure we can come up with many more watch lists and rankings

WASHINGTON (Reuters) - The U.S. State Department said on Thursday it had re-designated 10 countries as “countries of particular concern” under the International Religious Freedom Act for having engaged in or tolerated egregious violations of religious freedom.

Pakistan has also been placed on a special watch list for “severe violations of religious freedom,” it said in a statement. The countries were re-designated on Dec. 22.
