This is such a BS commission, it's more of a US commission on International Christian freedom rather than Religious Freedom. They recently added a Muslim member or else it was dominated by Christians with a lonely Jew. No Hindu, Buddhist or any other member representing any other faith is on this commission.

This is one of the way how US build their narrative against a particular country when they decide to take it on. They collect atrocity literature about persecutions of minorities and of Christians in particular over decades through NGOs and Human rights activists.

Pakistan has not be classified as a country in the most severe bracket but rather one to be watched. This is an example how to provoke.

Now for the confirmation from the horse's mouth.

The State Department also, for the first time, announced its “Special Watch List” -- a new category created by the Frank R. Wolf International Religious Freedom Act of 2016. The Special Watch List is for countries that engage in or tolerate severe violations of religious freedom but may not rise to the level of CPC. The department placed only Pakistan on this list.

Chairman Mark said that “Pakistan continues to harass its religious minorities, has state-sanctioned discrimination against groups such as the Ahmadis, and tolerates extra-judicial violence in the guise of opposing blasphemy. As USCIRF has said for many years, Pakistan should be designated by the State Department as a CPC. Given the strong stance that President Trump has taken on Pakistan recently, the failure to designate Pakistan as a CPC this year comes as a surprise and disappointment.”


By the way India made the list of Tier 2 countries as did others.

One thing that's not clear is Pakistan part of the "official concern" group or the special watch i.e. it's being watched.

Waz, the USCRIF and the State dept’s office of international religious freedom (IRF) are two completely different entities. Though both were created under the international religious freedom act of 1998.

The USCRIF is the one with commissioners who can recommend countries to be added to the list. This commission can be biased towards Christianity. However, they can only recommend, they do not have any power over policy.

In this case it is the IRF report - this is limited to countries that are believed to be in violation by the executive branch.
