NEW DELHI: China, facing pressure from the United States and others to help admit India to the Nuclear Suppliers Group (NSG), said on Tuesday it was Washington that put the stipulation permitting only nuclear Non-Proliferation Treaty (NPT) signatories to the elite club. A Chinese spokesperson, however, denied that Beijing was singling out any particular country for denial of the membership.

The Indian Express quoted Chinese foreign ministry spokesperson Hua Chunying as saying that the “door is open” for discussions over the admission of India and other non-NPT countries to the NSG.

“I have not seen the US statement supporting India. But US is one of those who made the rule that non-NPT countries should not join the Nuclear Suppliers Group,” Ms Hua told a media briefing in Beijing, the Express said.

Later, she reiterated that admission of new members was not on the agenda of the NSG meeting under way in Seoul.

“The door is open. The room is there. We never said we are against who (a country). We did not target any country, India or Pakistan,” Ms Hua was quoted as saying.

The United States had earlier publicly exhorted members of the NSG to support the membership of India.

The Express recalled that Indian Foreign Secretary S. Jaishankar had made a two-day trip to China on June 16 and 17 to discuss India’s NSG membership with his Chinese counterpart.

It said this visit came ahead of Prime Minister Narendra Modi’s meeting with Chinese President Xi Jinping on June 23 when both leaders would attend the Shanghai Cooperation Organisation leaders’ meeting in Tashkent.

China, the newspaper said, had maintained that more talks were needed to build a consensus on which countries could join the 48-nation NSG following the United States’ push to include India in the elite group.

China rules out discussion on India’s NSG bid at Seoul meet, again

China virtually ruled out on Wednesday the possibility of India’s accession to the Nuclear Suppliers Group (NSG) at the meeting of the bloc in Seoul, reiterating that the inclusion of countries which have not signed the Nuclear Non-Proliferation Treaty (NPT) was not on the meeting agenda.

Officials had said a day ago that there was “room for discussion” and the “door was still open” for talks on the inclusion of non-NPT countries, triggering speculation that India’s aspiration to become a member was still alive.

It was speculated that China had softened its stand because of the intervention of the US, which is vigorously pursuing India’s case in the NSG.

As it turns out, that is not the case.

In a written response, the Ministry of Foreign Affairs (MFA) said India’s inclusion was not on the agenda.

It said only the inclusion of countries that are signatories of NPT but not yet members of NSG that was on the agenda, not that of non-NPT countries.

“Deliberation on the entry of specific countries is on the agenda of the Seoul Plenary Meeting. However, it is worth noting that the meeting is only to deliberate on the entry application of countries that are state parties to the NPT. As for the entry of non-NPT countries, the group has never put that on its meeting agenda,” the MFA said.

“Based on what we have at hand, the agenda of this year’s Seoul Plenary Meeting circulated by the Chair does not include this issue either,” it added.

It said that the SG has never put the entry application of non-NPT countries on its agenda, “so it makes no sense to say that discussions are blocked.”

The response added that China was still open to discussing the issue with other NSG members and that three unofficial meetings have been held to discuss the inclusion of non-NPT members.

“It is true that all parties attach great importance to the entry of non-NPT countries, and the group has had three unofficial discussions on various issues related to the entry of non-NPT countries through Friends of Chair presided over by the Argentine Ambassador,” the response said.

“Although parties are yet to see eye to eye on this issue, such discussions help them better understand each other. China hopes to further discuss this issue and will play a constructive role in the discussions,” the MFA added.

Like I always said, if rule is not respect...we might as well scrap that altogether and allow all NPT member to join at any time.

well we were not part of NPT cause those in british stiff upper lip club were paranoid about our future growth and thats why they divided india on relegous lines so that the flame of enemosity and poverty keep burning in the sub continet and they keep dictating there terms to there former subjects in so called "jewel in the crown"

Exactly. US exceptions and hypocrisy are going to make such treaties a joke and they in fact already have. The Americans have made a mockery out of NPT by handing nuke tech to India. The NSG inclusion will be last nail in the coffin. Every country will laugh at these treaties and simply go their own way. I don't think the US wants to set such a precedent, but judging by its desperation to include India it might well do.

This idiotic behavior of Chinese will make sure India to align itself towards other economies.

India should make sure we are not a market for Chinese goods anymore, start imposing heavy duties .
