i'd say for the past few months it has been nothing BUT a policy of non-cooperation

it's been more than a year since they asked for ops in N. Waziristan. I think DG ISI (who just left Washington to return to Pakistan) was very clear and said there will be no operation tomorrow, or perhaps even the day after.

Pakistan has its grievances too, which are not being addressed at all by NATO. It's a dysfunctional relationship.
