Export-Oriented foreign factories are already in the process of moving out of China. It is the factories targeting China's domestic market that's staying.

The big problem is that China's biggest exporters are foreign owned(Even the notorious Foxconn is a foreign company) and have no loyalty to China. This is not the case with Japan and Korea where their biggest exporters were all native companies whose fates were tied to their home countries.

No one can sanction China except China itself.

Of course every country can be sanctioned. China still suffers from arms embargo imposed on China by the US/EU to this day and that can be extended to other product too if necessary.

In the fiscal year of 2010, 37 percent of Nike shoes were made in Vietnam, compared with 34 percent made in China, according to Nike's annual report. Another 23 percent were made in Indonesia and 2 percent in Thailand.
