On topic: India can test ICBM and still not get any sanctions because nobody in the west will get threatened by an Indian ICBM.
But if something similar is done by Iran then all hell will break loose.

bhai it's a well known fact. nothing new. also to remind you this report is from 1990s. by that time Hatf 1-2 were indeed without a credible guidance system. but these problems have been solved in Hatf-1A and Hatf-1B which came inline in 1995 and 2001 respectively .

Now go back and again start search of "more proof's" ...

Why not just use common sense.

USA the progenitors of cruise missiles took decades to perfect Tomahawk before deeming it inductable.
And even then, they had glitches and crashed often, you expect the world to believe that Pak establishment has a successful cruise missile from just one try?
And there are many who would lend the same consideration to all of Pakistan missiles.

MTCR clearly states Pak does not have the critical missile tech to do have any such successes.
