Gigafactory is not an easy investment. Gigafactory is not even done in US, and construction will keep continue in next 5-6 years and production will be x5+ more. Gigafactory is also being funded by US government. Turkish government budget is not strong to do such support into $10+billion project.
But battery technology is also so important for future's electrical cars. %80+ of the car's manufactory expenses comes from batteries.
The best choice for Turkey is, building one small battery company with private companies, and slowly enlarge it in next 30 years, then stop selling oil based cars.

In next 3 decades, electrical cars will be cheaper than most gasoline engine cars.
Btw most of EU states are getting ready to ban selling gasoline engine cars after 2025-2030. Turkey produces nearly 1.5m cars per year, and biggest market is EU.
After 2025-2030, where we will sell those cars to? Africa? We will either create one strong electrical car company or find someone else to invest in Turkey and produce his own cars in Turkey, or.. we will just turn back to 2001 economic crisis
