Kararda, KT-1 uçaklarının alınması durumunda, yerli olarak geliştirilen Hürku şeğitim uçağı projesinin zarar göreceği endişesi etkili oldu. Türk Hava Kuvvetleri’nin emektar T-37 eğitim uçaklarının hizmet ömürlerini tamamlamaya başlaması üzerine, 2007 yılında Güney Koreli üretici KAI’ye 350 milyon dolar maliyetle 40 adet KT-1 uçağı siparişi verilmiş, 15 uçak ise ‘opsiyon’ olarak sözleşmede yer almıştı. Buna paralel olarak yerli uçak ‘Hürkuş’ üretimi için de harekete geçilmişti.

HÜRKUŞ YETİŞTİ

Hürkuş’u milli imkânlarla geliştirdi ve ürettiği 2 adet prototip uçağın uçuş testlerine başladı. Bunun üzerine Güney Kore’den‘opsiyonel’ 15 uçağın alımından geçen yıl vazgeçilmişti. Hava Kuvvetleri, “Acil ihtiyacımız var” diyerek opsiyonun kullanmasını yeniden tale petti. Güney Kore firmasıyla 4 Aralık’ta sözleşme imzalanacağı açıklandı. Ancak imza töreni son dakikada ertelendi. Erteleme kararında Hükümetin yerli uçaktan yana tavır koymasının etkili olduğu belirtildi.

Konu inşallah bu şekilde kapanır ama mevzu açılmışken bişe sorcam beyler... İlle de acil alım gerekiyor denirse satın almak yerine az bir süreliğine eğitim uçağı kiralansa olmaz mı? Tabi bu iş araba kiralama gibi değil sonuçta Kuvvet'in pilotunu eğitmek istediği bazı standartlar olur... Ama bu standartlara uygun kiralanabilecek eğitim uçağı yok mudur ? Varsa maliyeti ne kadardır ? Maliyet illaki satın almaya göre daha düşüktür ama bence ondan daha önemlisi eğer satın alma yoluna gidilirse bu -15 HÜRKUŞ demek ve bu 15 KT-1T'nin zamanla bakımı onarımı yedek parçasıydı falan filan bunlar da hem maliyet hem hem de dışarı giden bi para... 15 KT-1T yerine +15 HÜRKUŞ + bu 15 HÜRKUŞ'un az önce bahsettiğim maliyetleri(bakım vs.) zaten kendimize ödicez, oluşturduğu istihdam, içerde kalacak paranın bir kısmının AR&GE'ye yatırılması vs... Daha da çok detaylı fayda ekleyebiliriz... Sonuçta eğer illa da acil alım denirse bence kesinlikle satın alma olmamalı bunun yerine şurda 1-2(artık ne kadar gerekiyosa) senelik kiralama yoluna gidilmeli...

I don't know about military regulations and standards but, if we think rationally.
I think Airforce can endure training it's pilots for a few years with 40 KT-1T instead of 55.

You know we have over 600.000 personnel in Army. We have the second biggest standing army in NATO after US. Even UK has around 150.000 personnel. But when ever they ask generals, they say "We have personnel shortage". This whole issue reminded me of that.

After negotiating with 11 different companies from the aviation industry, Turkish Aerospace Industries agreed to sign a deal with Ukraine’s state-owned aircraft company, Antonov, to produce regional passenger aircraft

Producing its own regional passenger jet is listed among Turkey's goals for 2023 to be achieved by the centennial of the establishment of the Turkish Republic. According to respectable sources from the aviation industry, Turkey and Ukraine have decided to form a joint venture and the final agreement is expected to be signed during the upcoming visit of a Turkish delegation to Ukraine in March.

Turkey has been devoting continuing efforts to build its own medium-range civilian aircraft for a few years and so far Turkish authorities have conducted talks with 11 different companies from the aviation industry. During the recent months the Transportation Ministry announced that the number of foreign companies on Turkey's shortlist has been reduced to four. In the past years Turkey held talks with Brazil's Embraer and Canada's Bombardier, however these talks failed to bear fruit. On the other hand, industry sources indicated that ongoing talks between Turkish Aerospace Industries (TAI) and Ukraine's state-owned aircraft company Antonov have reached maturity and the companies agreed on the details of a joint venture agreement to develop medium-range aircraft. The industry sources also added that a Ukrainian company agreed to a technology transfer, which is considered a vital issue by Turkish officials.

In September 2013, then prime minister, President Recep Tayyip Erdoğan, took part in the presentation of the new generation Antonov aircraft AN-158 and examined the plane. The 99-passenger capacity AN-158 is designed to travel up to 3,000 kilometers. It was developed based on the AN-148 regional new generation jet. In addition, Transportation Minister Lütfi Elvan announced in September 2014 that Turkey's project to produce regional passenger planes is coming to its final stages and that the planes will be designed as narrow-body aircraft able to carry up to 120 passengers. The final agreement between TAİ and Antonov is expected to be signed during the upcoming visit by a Turkish delegation to Ukraine in March, sources also added.

The Turkish aviation sector is enjoying a boom in passenger numbers with 166 million passengers by the end of 2014 and the country is ranked 11th worldwide in terms of passenger traffic. This contrasts sharply with the years before as in 2003 the number of passengers was only 34 million.

During the last year, passenger numbers increased 4.6 percent throughout Europe, according to a European Aviation Union report. Two percent of this growth has been contributed by Turkish Airlines. Turkey is aiming to increase this figure to 350 million by 2023 as one of the goals of the 100th anniversary of the Turkish Republic.

From my understanding they will further develop the Rotor. They will design and produce a gearbox.
Develop a fluid mechanics profram like CFD.

The most important part is they will design and produce a 1000-1500 SHP Turboshaft engine. Instead of dropping the immense workload on to TEI's shoulders. Various Universities will take part in the project which will result with a %100 Indigenous engine (You know i don't use %100 indigenous but this time it will be)

Turkish Jammer Program Indicates 'Urgent' Need

ANKARA — Although a local Turkish company has engaged in talks with foreign aircraft manufacturers to build a stand-off jammer (SOJ) system, the procurement office has launched a parallel program to procure similar systems from a foreign supplier.

The Undersecretariat for Defense Industries (SSM) has announced that the new program will involve "production, delivery and acceptance of the systems; installation and integration of mission equipment into the systems; construction of barracks and buildings; test and assessment of the systems; maintenance, repairs, technical support, spare parts; supply of ground support equipment and their spare parts and overall training."

The new program is dubbed "Golge," or "shadow in Turkish."

Industry sources said the new competition indicates an "urgent requirement" for two reasons: Defense electronics specialist Aselsan, Turkey's biggest defense firm, already is engaged in a similar program to provide Turkey SOJ capabilities, and potential bidders are asked to reply within a relatively short time.

A request for proposal (RfP) issued by SSM asks bidders to reply no later than Feb. 23.

"This is a relatively short time frame for a program of this size and complexity," a Western aerospace official here said. "Or perhaps the Turks already have negotiated with potential bidders and know which companies will show up."

Another industry source expects the program to cost Turkey about $200 million.

"If Turkey decides to go for an aircraft in the Global Express or Gulfstream G-V categories. The final price will also depend very much on the chosen configuration," he said.

One procurement official admitted some delays in the parallel, Aselsan-run program.

"That program is on track and progressing. But we probably need a couple of systems earlier than Aselsan's likely delivery date," said the official.

In late 1990s, Turkey decided to buy four aircraft with an option to buy four more and 10 ground stations for long-range jamming capabilities, targeting both enemy communications and radars.

In the mid-2000s, the program was split into two: air and land. In July 2009, Aselsan won a $71 million contract to develop a prototype system for the land forces. That program is still progressing.

In 2007, Aselsan also was tasked to act as prime contractor and co-produce, with foreign technological assistance, a system for the Air Force. In 2008, a request for information was issued to aircraft-makers Antonov, Bombardier, Boeing, Airbus, Cessna, Gulfstream and Embraer.

In 2009, the Turkish government ordered Aselsan to produce and outfit a selected business jet or a regional passenger jet with a locally developed SOJ system. Aselsan negotiated with aircraft manufacturers until 2012 and issued an RfP to potential bidders for the acquisition of four aircraft.

Bids were placed in 2013 but the contract held the aircraft manufacturer responsible for systems integration. Since then, Aselsan has been in negotiations with Gulfstream.

An Aselsan official denied the new program for off-the-shelf purchase means its local engineering program could be shelved.

"The work for the local system is on progress. In the meantime, apparently there is need for extra systems, with shorter delivery schedules," he said.
