I think you are confusing co-production tender (which is in a way canceled) with urgent need purchase. Russians won't give critical know-how to Turkey this is for sure.

Not yet. Hisar project contains a family of SAM missiles on all layers from low altitude to Long range. It will takes a few more years for operational deployment.
